We print AED 4.2 M because that is the launch price in Binghatti's release as carried by Zawya and Arabian Business in May 2026, and the developer-marketed pages repeat it. It buys the four-bedroom villa in the Dunes cluster, the entry product. One broker article prints a start of AED 2.8 M; no developer or news source supports that figure, so we leave it out of the price table.
The larger homes are not fully priced in public. Five-bedroom townhouses are quoted from AED 5.1 M for premium end units and AED 6.25 M for the grand type, without sizes, and the twin and standalone villas carry no public price. Ask Binghatti for the price list by cluster and plot; the SPA and the DLD record settle what you pay.
Is AED 1,515 per sq ft cheap?
For a new villa in Dubai, yes. Villas in established communities closer to the city trade well above that, and the launch release positions Al Rowaiyah as a new villa submarket, distinct from Emirates Hills and Palm Jumeirah. The discount is the price of being early: you are paying for a district that does not exist yet, from a developer that has not delivered a villa before.
Payment plan and total cost
The plan most pages print is 10/50/40: 10% on signing the SPA, 50% in instalments aligned to construction from 2026 to early 2028, and 40% at handover. A few broker pages print 70/30. The SPA for your unit settles it, so ask for the schedule with the dates before you sign.

On the AED 4.2 M entry villa the same plan comes to about AED 4,372,240 with fees; the Dunes page works that one through on its own later schedule. A broker adds 2% plus VAT, about AED 107,100 on the townhouse.
The 40% at handover. This is the number to plan for. On the townhouse it is AED 2,040,000, due in 2028. A UAE mortgage for non-residents typically lends up to 50% to 60% of value on a completed home, so a bank can cover it if your income qualifies; otherwise it is cash. Do not assume you can sell before handover to avoid it; that depends on the resale market and Binghatti's assignment rules.
Service charge. Not published. A community with lagoons, pools and a clubhouse will carry a meaningful annual charge on each villa; ask Binghatti for the budget per sq ft before you commit.
Location and connectivity
Al Rowaiyah First sits on the eastern side of Dubailand, next to Dubai International Academic City, between Al Ain Road (E66) and Sheikh Mohammed Bin Zayed Road (E311). The launch release puts Downtown Dubai about 18 minutes away and Dubai International Airport (DXB) about 20 to 25 minutes, off-peak. Dubai Silicon Oasis is a short drive, and Global Village and the rest of Dubailand are within about 15 to 20 minutes. There is no Dubai Metro near the site.
Today the area is largely empty land beside the university campuses. Binghatti's plan adds the lagoon, clubhouse and a retail and wellness promenade inside the community, but schools, supermarkets and clinics depend on what gets built over the next few years. Buy here expecting to live in a district that is still filling in for some time after you move in.

Amenities and specifications
The community amenities announced are lagoons, resort-style pools, a clubhouse, and a retail, food and beverage and wellness promenade, set in landscaping that takes 40% of the land. That is a real community plan rather than a single building's podium, and it is the main thing Binghatti is selling here.
Inside the homes, marketing quotes private gardens, double-height living spaces, smart home integration and premium interiors, with ensuite bedrooms. The four-bedroom villas in the Dunes cluster add private lifts and wider setbacks between neighbours. The Oasis cluster sells four and five-bedroom townhouses by a lagoon.
What is missing is the detail a villa buyer needs most: plot sizes, the finish schedule, appliance brands, parking and the service-charge budget. Ask for the plot plan, the floor plan and the specification sheet together. Final specification as per the SPA.
About the developer
Binghatti Developers is a Dubai company founded in 2008 and now run under Binghatti Holding. It built its name on apartment towers with angular branded facades, and more recently on Bugatti Residences, Mercedes-Benz Places and the Burj Binghatti Jacob & Co Residences. It reported 11,935 units sold and seven project handovers in 2025, which it said was more than 20% of Dubai's new project completions that year, and planned 15 deliveries in 2026.
Tilal is its first villa and townhouse community. That matters: a master plan needs roads, utilities and shared facilities delivered alongside the homes, which is a different job from a single tower. Binghatti's tower dates have also slipped - Binghatti Hills' Q2 2026 date passed without a handover. Plan around a date later than the brochure and a careful inspection at handover.
For Indian buyers
Ownership. Tilal is freehold for all nationalities. During construction your purchase is an Oqood record at the DLD; at handover the DLD issues the title deed in your name. The UAE has no annual property tax and no VAT on a residential sale; the government cost is the 4% DLD transfer fee, AED 168,000 on the entry villa and AED 204,000 on the AED 5.1 M townhouse. Remittance. Under the Liberalised Remittance Scheme each person can send USD 250,000 per financial year, so a couple can send USD 500,000. The townhouse with fees is about AED 5.31 M, roughly USD 1.45 M. The 10% on signing and a year of instalments fit inside a couple's first-year allowance; the rest needs the next two financial years, and the 40% at handover in 2028 needs either a UAE mortgage or money already held abroad. TCS of 20% on remittances above Rs 10 lakh a year is adjusted against your income tax.
Golden Visa. The property route needs AED 2 million, and every home here is priced above it. Confirm the current conditions for an off-plan purchase before you rely on it.
Rent and tax. Broker projections put gross yields for the Al Rowaiyah corridor at 5.8% to 7.8%, but there is no rental history in a district that does not exist yet, so treat that as a guess. The UAE levies no tax on the rent; an Indian tax resident declares it in India, with the 30% standard deduction, and reports the villa as a foreign asset.

The Dubai Land Department takes 4% on every transfer; registration at a trustee office is AED 4,200, or AED 2,100 under AED 500,000; the title deed is AED 580, or AED 40 to register an off-plan contract on Oqood; and a resale usually carries an agency fee of about 2% plus 5% VAT, where a purchase direct from the developer normally carries none. There is no GST and no stamp duty, and the sale of a home does not attract VAT. A mortgage adds about 0.25% of the loan plus AED 290 to register, an arrangement fee and a valuation.
