We print AED 18,087,000 because it is the lowest figure the broker pages give and matches the "from AED 18.1 million" headline elsewhere. The sources do not agree on what it buys. One page says AED 18,087,000 is for a seven-bedroom and AED 24,112,000 for a six-bedroom; another lists AED 24,112,000 against an 18,007 sq ft seven-bedroom. A third gives a 6 BHK of 11,300 sq ft at AED 19,797,000. DAMAC's price sheet for the specific villa, with plot and built-up area on the same page, settles it.

The 25,317 sq ft figure on the dearest listing is probably not built-up living space; it may include the plot or the basement. Ask. On the units with a clear built-up size, Utopia works out at about AED 1,340 to 1,750 per sq ft. DAMAC Hills villas trade from about AED 3.4 million to more than AED 33.5 million, and the 2026 indicators quoted for the community are about AED 1,600 to 1,700 per sq ft, so the larger Utopia villas are not expensive by the foot. They are expensive by the ticket, and there are few AED 18 million-plus sales in DAMAC Hills to compare with.

The plan printed most often is 20% on booking, 40% during construction and 40% on completion, which DAMAC markets as 60/40. One page splits the first 60% as 24% down and 36% during construction. An 80/20 plan is also printed, which may belong to a different release. Your SPA fixes which applies.

With the handover set for Q4 2026, a buyer booking now is close to the end of the build. Expect most or all of the construction share to fall due at or soon after booking, which makes the practical split closer to 60% now and 40% at completion. Ask DAMAC for the milestone statement before you sign.

Service charge. Not published. Dubai villa service charges run about AED 2 to 6 per sq ft a year. On an 11,300 sq ft villa that is roughly AED 22,600 to 67,800 a year, before the cost of running a private pool, garden and basement plant, which at this size is a real line in the budget.

Location and connectivity

Utopia is in a private, gated section of DAMAC Hills, a community of about 42 million sq ft that DAMAC launched in 2012 around the Trump International Golf Club Dubai. The enclave is described as a few minutes from the planned DAMAC Mall, with the golf course, the Malibu Bay wave pool, the skate park and sports facilities nearby inside the community.

DAMAC Hills sits on Al Qudra Road (D63), with Sheikh Mohammed Bin Zayed Road the main route towards the city. The sources checked do not print drive times for Utopia, so we give none. There is no Dubai Metro station serving the community.

The community is established, with more than 26,000 residents, but DAMAC still holds plots and keeps launching new phases. That brings new amenities and new supply from the same developer. Every project we track in the emirate is on all Dubai projects, and the full list is on our projects page.

Amenities and specifications

Every villa is quoted with a private infinity pool, a basement entertainment floor, a home cinema, a gym and a spa, plus rooftop terraces. The design is described as contemporary and "resort-style", and the enclave has its own gate and 24-hour security inside the wider DAMAC Hills perimeter.

What is not published matters at this price: the finish schedule, the brands of kitchen and bathroom fittings, the number of parking spaces, and whether a lift is included. Ask for the full specification sheet and a show villa visit. Final specification as per the SPA.

About the developer

DAMAC Properties was founded in 2002 by Hussain Sajwani and is the UAE's largest private developer. It reports more than 50,000 homes handed over, over 54,000 under construction and a pipeline above 55,000, and it announced the handover of 8,800 units in 2026 across DAMAC Hills, DAMAC Hills 2, DAMAC Lagoons, Chic Tower and Elegance Tower. It awarded more than AED 10 billion of construction contracts in the first half of 2026.

DAMAC is also the master developer of DAMAC Hills, which means it runs the community, its amenity programme and the golf-club relationship. A 2026 review of DLD data puts its average delay at 6 to 12 months beyond the SPA date, with more snagging reports than at Emaar or Sobha. On a villa of this size, a thorough snagging inspection before accepting handover is money well spent.

For Indian buyers

Ownership. DAMAC Hills is freehold for foreign buyers, resident or not, and the Dubai Land Department issues the title deed in your name. The UAE charges no annual property tax and no VAT on a residential sale; the government cost is the 4% DLD transfer fee, AED 723,480 on the entry villa.

Remittance. The Liberalised Remittance Scheme allows USD 250,000 per person per financial year. The entry villa is about USD 4.9 million. Even the 20% booking, about USD 985,000, is nearly four years of one person's allowance. An Indian-resident family would need several remitters over several years; in practice Utopia suits NRIs and buyers with money already held outside India.

Golden Visa. The threshold is AED 2 million of property, and every Utopia villa clears it about nine times over. The visa is a by-product here, not a reason to buy.

Rent and tax. No rent is published for Utopia and we do not estimate one; villas at this price let to a very small pool of tenants, and gross yields are usually well below those of apartments. Rent and any gain are taxable in India for an Indian tax resident; the UAE levies no income tax on the rent. The exit is the bigger question: with few AED 18 million-plus sales in DAMAC Hills, a resale may take time.

Our verdict

Utopia is DAMAC putting a small, very expensive enclave inside its own golf community: 27 villas with a pool, a basement and a spa each, priced from AED 18 million. The per-foot numbers are not outlandish for the size, about AED 1,340 on the larger listed units, and they sit below the 2026 indicators quoted for DAMAC Hills generally. The problem is that the sources do not agree on the basics: DAMAC says five and six bedrooms, broker pages say six and seven, and the same AED 24 million figure is attached to a 6 BHK on one page and a 7 BHK on another. The Q4 2026 handover is close, which helps, but no progress figure is public. At this price the buyer's question is less about DAMAC's delivery and more about the exit: DAMAC Hills has few sales at AED 18 million-plus to price a resale against.

The Dubai Land Department takes 4% on every transfer; registration at a trustee office is AED 4,200, or AED 2,100 under AED 500,000; the title deed is AED 580, or AED 40 to register an off-plan contract on Oqood; and a resale usually carries an agency fee of about 2% plus 5% VAT, where a purchase direct from the developer normally carries none. There is no GST and no stamp duty, and the sale of a home does not attract VAT. A mortgage adds about 0.25% of the loan plus AED 290 to register, an arrangement fee and a valuation. Utopia is DAMAC putting a small, very expensive enclave inside its own golf community: 27 villas with a pool, a basement and a spa each, priced from AED 18 million. The per-foot numbers are not outlandish for the size, about AED 1,340 on the larger listed units, and they sit below the 2026 indicators quoted for DAMAC Hills generally. The problem is that the sources do not agree on the basics: DAMAC says five and six bedrooms, broker pages say six and seven, and the same AED 24 million figure is attached to a 6 BHK on one page and a 7 BHK on another. The Q4 2026 handover is close, which helps, but no progress figure is public. At this price the buyer's question is less about DAMAC's delivery and more about the exit: DAMAC Hills has few sales at AED 18 million-plus to price a resale against.
