Palm Hills is Emaar Properties' collection of five-bedroom villas in Dubai Hills Estate, with interiors designed by the Lebanese fashion designer Elie Saab. The villas come in two layouts, Bloom and Flora, of about 5,511 to 6,573 sq ft. Emaar launched them in June 2021 from about AED 10 M, construction began in August 2021, and the handover on record is Q4 2024.

Today they trade as resales from about AED 17 M (about Rs 43.77 crore) on Property Finder's project page, with asks averaging near AED 21.55 M on another portal. Five-bedroom villas are listed for rent at AED 1.0 M to 1.7 M a year, which tells you homes have been handed over. Against the estate

Estate-wide reports put Dubai Hills secondary villas at about AED 2,738 per sq ft and all sales in the first half of 2026 at about AED 2,848 across 1,436 deals. At AED 17 M, a Flora or Bloom villa costs about AED 2,586 to 3,085 per sq ft, so the entry villa sits near the estate average and the average ask well above it. That premium is the Elie Saab interior, the golf-course setting and a 2024 build.

For scale, Emaar launched Park Gate, its newer four- and five-bedroom villas in the estate, at about AED 2,040 per sq ft in November 2023, with handover due in December 2027. At the top end, the Lamborghini Mansions start near AED 27.6 M for six bedrooms. Palm Hills sits between the two: finished now, and priced for it.

Payment plan and total cost

There is no developer plan on a finished villa. You pay in full at transfer, or with a UAE mortgage; non-resident lending usually runs 50 to 60 per cent of the bank's valuation. If a seller still owes Emaar part of the original price, that balance is cleared at transfer, and Emaar's no-objection certificate is needed before the DLD will move the title.

Without a broker the total is about AED 17,685,280 (about Rs 45.54 crore). With a 50 per cent mortgage, the loan is AED 8.5 M, mortgage registration adds about AED 21,540, and the cash needed at transfer is about AED 9.56 M including all fees.

No source prints the Palm Hills service charge. Dubai Hills villa clusters are billed per plot by Emaar Community Management and sit above the Dubai average; on a five-bedroom villa with a pool and a large garden, budget a substantial sum for the community charge plus your own upkeep. Ask the seller for the last two invoices.

Location and connectivity

Palm Hills sits inside Dubai Hills Estate, the Emaar and Meraas master community of about 2,700 acres between Downtown Dubai and Dubai Marina. Emaar describes it as set among palm trees beside the golf course, with views of Burj Khalifa and the city skyline. Al Khail Road runs along the estate and gives the main route to Downtown, Business Bay and the airport.

Quoted drive times for the estate are about five minutes to Dubai Hills Mall and King's College Hospital, about 15 minutes to Downtown Dubai, and 20 to 25 minutes to Dubai International Airport (DXB). Dubai Hills Park and the schools inside the estate are open. There is no Dubai Metro station in Dubai Hills Estate; Emaar mentions planned Etihad Rail and Metro lines nearby without a date, so plan on a car.

The estate is largely built out. What is still under construction is apartment towers and a few last villa releases, such as Park Gate beside Dubai Hills Park. For a family buying a finished villa here, that means the mall, hospital, golf club and schools are already part of daily life.

Amenities and specifications

Every Palm Hills home is a five-bedroom villa with a maid's room. Emaar lists a choice of open or closed kitchen, floor-to-ceiling windows, covered parking and an en-suite bathroom for every bedroom, in two styles. The Elie Saab part is the interior concept: finishes, materials and detailing chosen to his design, which Emaar calls his first interior-design concept in Dubai Hills Estate. One broker calls Palm Hills the first branded villas released in the estate.

Community amenities quoted by portals include an infinity pool, a gym, tennis courts and children's play areas, with the golf club next door. Appliance brands, smart-home systems and garage sizes are not itemised in the sources checked. On a villa that has been lived in, walk it with an engineer and check any additions against permits; the signed sale agreement is the binding list.

About the developer

Emaar Properties is Dubai's largest listed developer and, with Meraas, the master developer of Dubai Hills Estate. The group says it has delivered more than 130,900 homes since 2002, including more than 84,000 by Emaar Development in the UAE, and handed over 3,633 units in the first half of 2026. For that half, Emaar Development reported AED 13.3 billion of revenue, AED 22.4 billion of property sales and a revenue backlog of AED 127.7 billion at 30 June 2026.

Emaar has worked with Elie Saab three times: Grand Bleu Tower at Emaar Beachfront, Palm Hills here, and the Elie Saab villas at Arabian Ranches III. In Dubai Hills its record is mixed on dates but not on delivery: Club Villas finished about a year late in 2021, and the Lamborghini Mansions moved from Q4 2024 into 2026. Palm Hills was put at Q4 2024, and the rental listings show it has been delivered.

For Indian buyers

Ownership. Dubai Hills Estate is freehold and open to Indian buyers. The DLD issues the title deed in your name, and there is no annual property tax in Dubai.

LRS. Each person can remit USD 250,000 per financial year, about AED 918,000. AED 17 M is about USD 4.63 M, about 18.5 years of one person's allowance, or about four and a half years for a family of four. Sellers of finished villas expect completion in weeks. In practice, an Indian resident buys at this price with funds already held abroad, NRI income, or a UAE mortgage. TCS at 20 per cent applies above Rs 10 lakh a year and is adjusted against your tax.

Golden Visa. Every villa is far above the AED 2 M threshold for the 10-year visa; one villa covers the applicant, spouse and children.

Rent, tax and exit. Five-bedroom villas are listed for rent at AED 1.0 M to 1.7 M a year, about 4.6 to 7.9 per cent gross against the AED 21.55 M average ask. The UAE does not tax that rent. If you are resident in India it is taxable here as income from house property after the 30 per cent standard deduction, and the villa goes in Schedule FA of your return. At AED 17 M the entry villa costs about AED 3,085 per sq ft on the smaller layout, above the estate's secondary villa average of about AED 2,738, while the average ask of about AED 21.55 M goes further. The June 2021 buyers who paid about AED 10 M have done well; a buyer today is paying the gain they made. The rents listed, AED 1.0 M to 1.7 M a year, work out at about 4.6 to 7.9 per cent gross against the average ask, before a service charge nobody has published. The gaps are a published villa count, a DLD number and a service-charge figure, and you should close all three before you offer.

Payment Plan Explained

Dubai off-plan is sold on a split written as two numbers. A 10/90 or 20/80 plan takes that much on booking and the rest at handover, which suits a buyer arranging a mortgage at completion; a 60/40 is the common structure, with 10% to 20% on booking, 40% to 50% across construction milestones and 40% at handover; a 70/30 puts more in the middle and leaves a smaller final cheque.
