Handover: the date and the record
Launch coverage in November 2021 gave a Q4 2024 handover, and one listing says December 2024. Later listings say 2026, one says Q2 2026, and the marketing calls it a gated community "set to be completed by 2026". No source checked reports the villas handed over. Emaar delivers about 80 per cent of its projects within six months of the stated date; this is one of the other 20 per cent. On a purchase of this size, the delay matters less for the wait and more for what it does to the seller's motivation: a contract holder who has paid most of the instalments and is still waiting is the buyer's best negotiating partner.
Location and connectivity
The mansions front the 18-hole Dubai Hills Golf Club. Dubai Hills Mall, Dubai Hills Park and King's College Hospital are about five minutes by car, Downtown about 15 minutes via Al Khail Road, Dubai International Airport about 20 to 25 minutes and Al Maktoum International about 35. The estate is built out: the mall, park, hospital and schools are open, and the only construction left is apartment towers and the last villa phases. Dubai Hills recorded AED 10.46 billion of sales in the first half of 2026, with demand shifting toward large villas.
Amenities and specifications
The design borrows from the cars: angular facades, hexagonal detailing, and garages sized for a collection. Each mansion has a private pool, basement, roof terrace and landscaped plot, with interiors to a mansion specification. The finish schedule lives in the SPA, and on a finished villa you should walk it with an engineer; a house of this size has more that can be wrong than an apartment. Final as per the SPA.
About the developer
Emaar Properties is Dubai's largest listed developer and, with Meraas, the master developer of Dubai Hills Estate. It has delivered more than 130,900 homes since 2002, handed over 3,633 units in the first half of 2026, reported AED 49.6 billion of revenue for 2025 and carried a revenue backlog of AED 163.4 billion at 31 March 2026. Its on-time delivery rate is put near 80 per cent. The contractor here is Innovo Group. The delay on this project is real but it is a delay inside the most financially solid developer in the market, which is a different risk from a delay at a first-cycle developer.
For overseas buyers
Any nationality. Dubai's designated freehold areas are open to buyers of every nationality, resident or not: no local partner, no residence visa needed in order to buy, and the Land Department issues the title deed in your own name. On the AED 27.60 million entry price the 4% Dubai Land Department transfer fee is about AED 1.10 million (USD 300,600), and registration, trustee and agency charges take the all-in cost to roughly 6% to 7% over the price. UAE banks lend non-residents about 50% to 60% of the price, which is why the developer payment plan above carries most overseas purchases. Ownership. Dubai Hills Estate is freehold; the title deed is in your name.
Remittance. AED 27.6 M is about USD 7.5 M. The LRS allows USD 250,000 per person per financial year, so a purchase of this size cannot be funded from India by a family in one year; it needs several years of remittances, funds already held abroad in compliance with FEMA, or an NRI buyer using overseas income. Take advice before you structure it, and keep the paper trail, because the DLD and your bank will both ask.
Golden Visa. The 10-year visa needs AED 2 M of property; one mansion is about 14 times that and covers the whole family.
Yield and tax. Do not buy this for rent. The tenant pool for a six-bedroom mansion at this price is a handful of corporate and family leases a year, and voids are long. The UAE charges no property or rental tax; in India any rent is income from house property after the 30 per cent standard deduction. The exit is thin: 40 units and a sold-out launch mean a few resales a year, priced off the last deal and the buyer's patience.
