Every source that prints a starting price gives AED 1,200,000 for a one-bedroom, so that is the figure we print. The two- and three-bedroom starting prices differ by page: AED 1.6 M, 1.7 M or 1.8 M for a two-bedroom and AED 2.2 M or 2.3 M for a three-bedroom, probably different release dates. Some broker pages say "studios from AED 1.2 M", which does not fit a 432 sq ft plan and is likely the one-bedroom figure repeated. Ellington's price list settles it.
The unit count also varies: one page says 424, a per-type breakdown (20 studios, 180 one-bedrooms, 139 two-bedrooms, 39 two-bedrooms with study, 36 three-bedrooms) sums to 414, and another page says 212, which may be one building. The DLD project record will give the real number.
Against Dubai South
Ready Dubai South apartments average about AED 1,230 per sq ft on a 2026 guide, so the entry one-bedroom here is priced about 25% above ready stock, a normal new-build premium in a district still being built. It sits at the upper end of the band other new launches here ask: studios at South Living work out at about AED 1,360 to 1,470 per sq ft, while the large Azizi Venice lagoon district prices small studios higher per sq ft. What the premium over ready stock buys is Ellington's name, larger family layouts and its finish.
Payment plan and total cost
Ellington's plan is 20/50/30: 20% on booking, 50% in nine instalments through construction, and 30% at handover, with nothing after. The final 30% can be funded with a UAE mortgage once the building is complete.

Day one costs about AED 292,000 with the DLD fee. If the developer's stock is sold out, you buy from an early investor: you repay what they have paid plus their premium, take over the remaining instalments, and pay the 4% DLD fee on your price plus Ellington's transfer NOC fee.
Service charge: not published. Dubai South apartments run about AED 10 to 15 per sq ft a year, which is about AED 7,800 to 11,700 on a 779 sq ft one-bedroom. A courtyard, a hotel-style lobby and fitness studios point to the upper half of that band.
Location and connectivity
Dubai South sits on the south-western edge of the city, built around Al Maktoum International Airport (DWC), about 10 minutes from Windsor House II. The airport is the subject of Dubai's largest expansion plan, and the district's job base - logistics, aviation and the Jebel Ali belt - is what the investment case rests on. Expo City Dubai, with its station on the Dubai Metro Red Line, is about 15 minutes away; Ibn Battuta Mall and the Jebel Ali Logistics Zone about 20.
Emirates Road (E611) and Sheikh Mohammed Bin Zayed Road (E311) connect the district. Dubai Marina and JBR are about 35 to 40 minutes by car, and Downtown and Business Bay about 40 to 45. That is the trade: an address that works for the airport and Jebel Ali, and costs time for anyone working in the centre.

Amenities and specifications
The two L-shaped buildings frame a landscaped central courtyard with pathways and green space. Ellington lists a hotel-style lobby, fitness and Pilates studios, family zones, and retail and dining on the ground floor. Four passenger lifts and two service lifts serve the buildings.
Apartments are described with high ceilings, floor-to-ceiling windows, open-plan layouts and Ellington's usual design-led finishes. The two-bedroom with study, at about 1,260 sq ft, is the plan that sets this project apart from the studio-heavy launches in the district.
The sources do not itemise kitchen brands, appliances or smart-home features. Ask for the specification schedule attached to the SPA, and at handover book an independent snagging inspection; Dubai law gives one year of cover on fittings and ten years on structural defects.
About the developer
Ellington Properties is a design-led Dubai developer. Its delivered buildings include the Belgravia series in JVC, DT1 in Downtown, the Wilton developments in MBR City and Ellington House in Dubai Hills Estate. In 2025 it handed over Berkeley Place (127 homes in MBR City), Eaton Palace (110 in JVC) and Ellington House; in May 2026 it began handovers at Ellington House II and Arbor View in Arjan.
An earlier report counts 847 units across four projects in 2023, three within 60 days of schedule and one four months late after a contractor change, and 923 units in 2024. A 2026 review of its record puts typical slippage at two to four months. Ellington reports 96% occupancy across its delivered projects.
Like the Hillgate in Dubai Silicon Oasis, Windsor House II takes Ellington into a cheaper district than the ones that built its name. Its first Windsor House release in Dubai South has not yet been handed over, so there is no Ellington building in the district to inspect.
For Indian buyers
Ownership. Dubai South is freehold, so an Indian buyer, resident in the UAE or not, gets an Oqood registration now and a DLD title deed at handover in their own name. There is no annual property tax in the UAE and no VAT on a residential sale.
Remittance. The Liberalised Remittance Scheme allows USD 250,000 per person per financial year. The entry one-bedroom with fees is about USD 341,000, beyond one person but within a couple's USD 500,000, and the nine construction instalments let you spread the transfers over more than one financial year. TCS of 20% on remittances above Rs 10 lakh a year is adjusted against your income tax.
Golden Visa. The threshold is AED 2 million. Only the three-bedrooms, quoted from AED 2.2 M, clear it. Confirm with the DLD how much of an off-plan price must be paid before you apply.
Rent and tax. Older Dubai South stock yields about 7.7% gross on quoted figures, but that is earned at much lower prices per sq ft. At AED 1,540 per sq ft, expect a lower yield on a new one-bedroom, and more competition from the district's pipeline in 2028. The UAE does not tax the rent; an Indian tax resident declares it in India with the 30% standard deduction and reports the flat as a foreign asset.

Ellington brings a documented delivery record and a family-sized unit mix, but at about AED 1,540 per sq ft for the entry one-bedroom you pay a clear premium over the district's ready stock at about AED 1,230. That premium only pays off if the airport expansion and the Dubai South job base fill the district with tenants by the time this and the rest of the pipeline complete. The disagreement over the handover date, Q3 2028 or Q3 2029, and the sold-out labels mean the first question is what Ellington itself still has to sell.
Consider it if you believe in Dubai South's airport-led growth, want Ellington's finish, and can wait until 2028 or later. Beyond the base price, budget 6% to 7% of the price in fees. The Dubai Land Department takes 4% on every transfer; registration at a trustee office is AED 4,200, or AED 2,100 under AED 500,000; the title deed is AED 580, or AED 40 to register an off-plan contract on Oqood; and a resale usually carries an agency fee of about 2% plus 5% VAT, where a purchase direct from the developer normally carries none. There is no GST and no stamp duty, and the sale of a home does not attract VAT. A mortgage adds about 0.25% of the loan plus AED 290 to register, an arrangement fee and a valuation. After handover the running cost is the service charge - roughly AED 10 to 32 per sq ft a year for apartments and AED 14 to 40 for villas - with no annual property tax on top.
