The launch coverage in Gulf News and Khaleej Times identifies it: Safe Developers, a subsidiary of Dubai's Silgo Group, for whom this was a first project. We print AED 1,000,000 because it is the entry figure on the live resale listings. The lower figures - AED 620,000, AED 635,000 and AED 754,990 - are still printed on broker pages, but they match the 2022 launch price list, not today's market. If they were current, the resale asks would not start AED 250,000 or more above them.

The averages do not quite agree with each other. An average ask of AED 1,280,000 on an average size of 820 sq ft implies about AED 1,561 per sq ft, while a tracker puts the building's average at about AED 1,255. Asks run ahead of sales; the DLD transaction record for the building shows what flats actually changed hands for, and that is the figure to negotiate from.

On a AED 1,000,000 flat of about 710 sq ft, the ask works out at roughly AED 1,408 per sq ft. That is below the roughly AED 1,750 to 2,250 per sq ft implied by the published off-plan unit prices at Empire Estates, also in Arjan, which is the trade: a lower price per foot and rent from day one, in exchange for no payment plan.

Payment plan and total cost

There is no developer payment plan on a resale flat: you pay the seller at transfer, from cash or a UAE mortgage. Worked on a AED 1,000,000 flat bought in cash through an agent:

A 10% deposit is normally paid when the MOU (Form F) is signed and held until transfer. With a mortgage, a non-resident can usually borrow 50% to 60% of the value, which brings the cash needed down to roughly AED 400,000 to 500,000 plus fees, with 0.25% of the loan added for mortgage registration.

No service charge is published for Gardenia Livings by the sources checked. Ask the seller for the latest owners' association statement and confirm there are no arrears, because unpaid charges must be cleared before the DLD will transfer the title.

Location and connectivity

Arjan sits in the Al Barsha South part of Dubailand, framed by Sheikh Mohammed Bin Zayed Road (E311) and Umm Suqeim Road. Published drive times put Dubai Miracle Garden and the Butterfly Garden at about 5 to 10 minutes, Mall of the Emirates at about 15, Downtown Dubai at about 20, DXB airport at about 20 and Dubai Marina at about 25.

No Dubai Metro station serves Arjan; residents drive or use buses and taxis. The district is still filling in, with many towers under construction around it, so expect building work nearby for several years and competing supply for tenants. That supply is the main thing that could cap rents in a finished building like this one.

Amenities and specifications

Quoted at launch and listed on the portals: an infinity pool, a gym and an outdoor gym, a rooftop barbecue area, a kids' play area, an events area, covered parking and 24-hour security. The building has 15 one-bedroom and 11 two-bedroom layouts, and a few units have rooftop access.

Some broker pages say the building is "integrated with a golf course"; no golf course is part of this building, and we would not pay for that line. Because it is finished, the specification is the one you see at the viewing: check the kitchen appliances, the AC and any water damage, and ask whether the unit is sold furnished or vacant. Final terms as per the MOU and the transfer documents.

About the developer

Safe Developers (also written Safe Builders & Developers) is a subsidiary of Silgo Group, a Dubai business group about 40 years old. Shahzad Saxena, Silgo's chairman, is Safe Developers' co-founder and CEO. Gardenia Livings was its maiden project, launched in January 2022 at a stated AED 150 million.

It delivered. Propsearch and broker pages record completion in September 2023, about 20 months after launch. One broker site credits a second company, Aark Developers, but the launch press names Safe Developers alone, and so does Property Finder. As a one-building developer it has no wider record to judge; for a resale buyer that matters less than the building's own condition and owners' association accounts.

For Indian buyers

Ownership. Arjan is freehold for foreign buyers, resident or not, and the Dubai Land Department issues the title deed in your name. There is no annual property tax and no VAT on a residential sale, so the government cost is the 4% DLD transfer fee - AED 40,000 on a AED 1,000,000 flat - plus the trustee and admin fees.

Remittance. The Liberalised Remittance Scheme allows USD 250,000 per person per financial year. The entry flat is about USD 272,000, a little above one person's allowance but well inside a couple's USD 500,000. Because a resale is paid at transfer, remit before signing the MOU, not after.

Golden Visa. The threshold is AED 2 million of property, and the entry flat is about AED 1 million short. A sole owner of a completed flat below the threshold may still qualify for the shorter investor visa; check the current rules with the DLD.

Rent and tax. Bayut shows 35 rental listings in the building at AED 60,000 to 130,000 a year, and Arjan one-bedrooms reach about AED 96,000. At AED 60,000 on the AED 1,000,000 entry flat, the gross yield is 6%. Rent and any capital gain are taxable in India for an Indian tax resident; the UAE levies no income tax on the rent.

Gardenia Livings was its maiden project, launched in January 2022 at a stated AED 150 million and completed in September 2023. Payment Plan

Resale purchase, not a developer plan: paid at transfer from cash or a UAE mortgage (usually 50% to 60% of value for a non-resident). On top: the 4% DLD transfer fee, the DLD admin fee (about AED 580), the registration trustee fee (AED 4,000 plus VAT above AED 500,000), about AED 500 for the title deed, and agency commission (usually 2% plus VAT). On a AED 1,000,000 flat: AED 40,000 of DLD fee, about AED 21,000 of commission, about AED 4,200 of trustee fee and about AED 1,080 of admin and deed fees - about AED 1,066,280, roughly Rs 2.75 crore.
