Volna is a small residential building in Culture Village, Al Jaddaf, on the Dubai Creek side of the district, and the first Dubai home project of Kasco Developments. It holds 65 homes — studios, one, two and three-bedroom apartments. Broker and portal pages price studios from AED 965,583 (about Rs 2.49 crore) and one-bedrooms from AED 1,531,847.
Volna is no longer an off-plan purchase. It launched in March 2025 with a registered completion of Q2 2026, and Kasco announced in May 2026 that construction was finished ahead of that date, with handover to owners following the authority paperwork. That changes the maths for a buyer today: the risk of a delay has gone, and so has most of the payment plan.

The implied rates assume the lowest price goes with the smallest unit, which the broker pages imply but do not state. Sizes come from the propsearch tracker; broker pages give a wider span of 495 to 3,400 sq ft, and the tracker lists the three-bedroom at 1,503 sq ft, smaller than the two-bedroom. One of those numbers is wrong, so ask Kasco for the floor plan of the unit you are offered.
Against the district, the studio sits high. Al Jaddaf guides put apartment rates at roughly AED 1,200 to 1,900 per sq ft, so a studio at about AED 1,955 is at or just above the top. The one-bedrooms, at about AED 1,551 to 1,870, sit inside the band. A new, small building next to the metro can hold that premium, but check what finished studios in older Al Jaddaf towers are asking before you accept it.
Payment plan and total cost
Volna was sold on a 40/60 plan: 20% on booking with the 4% DLD fee, construction instalments, and 60% on completion. One broker page prints the construction share as 10% in two instalments, which adds up to 90%, so a tenth of the price is unaccounted for in that version. The SPA is the only document that settles the split.
With the building complete, the plan has little left to spread. Worked on the AED 965,583 studio, as it would have run for an early buyer and what it means now:

A buyer today should assume the whole price falls due within weeks, as it would on any finished flat. That opens a UAE mortgage as an option, since banks lend on completed units, but it also means the booking-now, pay-later appeal of an off-plan plan is gone. If Kasco still has unsold units, ask whether it will offer a post-completion instalment plan; some developers do to clear the last stock.

Location and connectivity
Al Jaddaf sits on the south bank of Dubai Creek, between Dubai Healthcare City and Ras Al Khor, with Al Khail Road and Sheikh Rashid Road at its edges. Volna is in the Culture Village part of the waterfront, near the Jameel Arts Centre and the creek promenade. Kasco's press material calls it beachfront; the water here is the creek, not the sea.
District guides put Downtown Dubai about 10 minutes away off-peak, DIFC and Business Bay 10 to 12, and Dubai International Airport (DXB) about 12. Al Jadaf Metro on the Green Line is inside the district. Al Jaddaf is filling in quickly, with many new towers from Binghatti and others, so expect building work nearby and plenty of competing rental stock.

Amenities and specifications
Quoted for the building: a swimming pool, a jacuzzi, a sauna, a fitness centre, a co-working space and a sun lounge, with three levels of basement parking on one source. That is a full amenity set for 65 homes, and it is the reason to ask about the service charge before anything else.
Not published: the appliance list, the kitchen and bathroom fit-out, parking per unit, the escrow bank and the service-charge budget. Because the building is finished, you can see the specification for yourself rather than rely on a brochure, which is the main advantage of buying now. Final specification as per the SPA.
About the developer
Kasco Developments is the property arm of the KASCO Group, a family business founded in 1986 in oil and gas trading, shipping, marine services and logistics. The group began buying land across the UAE in 1996, and the development company is led by chairman Mustafa Al Qaissi. It is registered with the DLD as developer no. 1764.
Volna is its first residential project in Dubai, and it was finished ahead of its registered date, which Construction Week, Gulf News and Gulf Today all reported in May 2026. That is a good first result, but it is one building of 65 homes. Its second Al Jaddaf project, Val by Kasco — 121 homes over a basement, ground floor, three podiums and 13 floors, launched with Evolutions — was due in Q4 2026, and a Khaleej Times headline credits Kasco with delivering both early. Treat Kasco as a new developer with a clean start, not an established one.
For Indian buyers
Ownership. Al Jaddaf is freehold for foreign buyers, resident or not, and the Dubai Land Department issues the title deed in your name. The UAE has no annual property tax and no VAT on a residential sale, so the government cost is the 4% DLD transfer fee — about AED 38,600 on the entry studio — plus trustee charges.
Remittance. The Liberalised Remittance Scheme allows USD 250,000 per person per financial year. The AED 965,583 studio is about USD 263,000, just over one person's limit, and because the building is finished most of that is due at once. A single buyer should either add a co-buyer or split the remittance across a March-April financial-year boundary.
Golden Visa. The threshold is AED 2 million of property. The studios fall short by about AED 1 million. The top one-bedroom quote, AED 2,080,323, clears it by about AED 80,000, and the two and three-bedrooms should clear it once priced.
Rent and tax. No rent is published for Volna. District guides quote Al Jaddaf gross yields near 5.7 to 6%, which on the entry studio means about AED 58,000 a year. Take off a service charge near AED 7,600 and the net falls to about 5.2%. Rent and any gain on sale are taxable in India for an Indian tax resident; the UAE levies no income tax on the rent.

Volna is a small, finished building by a first-time Dubai developer that did what it said it would, early. That changes the usual off-plan question: there is no construction risk left, but there is also no payment plan left, because the 60% completion payment is due now. The studio price of about AED 1,955 per sq ft is near the top of the Al Jaddaf band, so the case for paying it rests on the building being new, small and next to the metro. Before you pay the developer's figure, compare it with any resale asks in the same building and with Kasco's own second tower down the road. Get the service-charge budget in writing, since none is published.
A reasonable buy for a cash buyer who wants a finished studio or one-bedroom near Downtown and is happy to inspect before paying.
