Central Park Plaza is a Meraas phase of two towers inside Central Park at City Walk, the park district Meraas has been building in City Walk since the late 2010s. It holds 212 homes: one to four-bedroom apartments, six four-bedroom townhouses opening onto the park, and four five-bedroom penthouses on the top floors of Tower A. One-bedrooms launched from AED 2,730,000 (about Rs 7.03 crore).
The plan is 20/50/30 and most sources print handover in Q3 2027, though one records October 2026. Meraas awarded the AED 450 M main construction contract to Naresco in June 2025, and that contract is the best guide to which date is real.

The source listing shows no price, so we print Meraas's launch figure of AED 2,730,000 for the one-bedroom, which Metropolitan and propsearch both carry (some round it to AED 2.7 M). The three-bedroom figure is printed as "up to AED 7.09 M" on one page, which reads as a ceiling rather than a start; the price list settles it. Per-foot figures on portals vary widely, from about AED 1,667 to 3,110 on one page and about AED 3,932 on another, because they mix unit types.
Against the district, the entry unit is at the top end. City Walk sold at an average of about AED 2,770 per sq ft in 2026 so far, on one market report. At about AED 3,120 per sq ft, the Plaza one-bedroom costs roughly 13% more than that, which is what a new park-facing Meraas building commands. The older Central Park buildings, set out on our page for Meraas Central Park, have traded from about AED 1.4 M and at about AED 2,407 per sq ft on resale.
Payment plan and total cost
Meraas quotes 20% on booking, 50% during construction and 30% at handover, sold as a 70/30 plan. There are no post-handover instalments. The large handover payment is the thing to plan around: on the entry unit it is more than AED 800,000 in one go.

Construction started in stages, with propsearch recording a start in December 2023 and the main contract signed in June 2025. A buyer booking now will find some milestones already due, so ask Meraas for the instalment schedule as it stands today, not the launch version.
Service charge. Not published for Plaza. City Walk service charges average about AED 20 to 25 per sq ft a year, which on an 875 sq ft one-bedroom is about AED 17,500 to 21,900 a year. Townhouses and penthouses pay the same rate on far larger areas.
Location and connectivity
Central Park sits in City Walk, the Meraas district in Al Wasl between Al Wasl Road and Al Safa Street, with Sheikh Zayed Road and Downtown to the east and Jumeirah to the west. Meraas describes about 12 residential buildings set around 516,000 sq ft of parkland. City Walk's shops and restaurants, Coca-Cola Arena and the Hub Zero entertainment building are in the district; there is no Metro station inside it, and the sources checked give no drive times, so we give none.
Living here means walkable streets, a park at the door and mostly low and mid-rise buildings, which is rare in Dubai. It also means a construction site next door for a while: Castleton and Laurel were finishing in mid-2026, and Meraas is building City Walk Northline and City Walk Crestlane nearby. Amenities and specifications
Plaza's two towers rise 23 and 20 floors. Tower A holds one to four-bedroom apartments with penthouses on floors 21 to 23; the six townhouses sit at the base with direct park access. Quoted features are fully equipped open kitchens, built-in wardrobes, sliding windows and large balconies, with unit sizes from about 875 sq ft up to about 9,445 sq ft for the largest penthouse.
Residents share Central Park itself, and City Walk's retail and leisure are a short walk away. The sources checked do not publish Plaza's own pool, gym or parking details, the appliance brands or the service-charge budget, so we do not list them. Final specification as per the SPA.
About the developer
Meraas, founded in Dubai in 2007 and merged into Dubai Holding in 2023, is the developer of City Walk, Bluewaters Island, La Mer and the Bulgari Resort and Residences. It says it has delivered more than 50 ventures across real estate, retail and leisure. One review counts eight completed residential projects with exact handover dates on its site, the most recent Bulgari Ocean Mansions on 15 November 2024, and notes that Meraas has never cancelled a launched project.
Inside Central Park the record is mixed. The first building completed in June 2022. Castleton, due in Q1 2026, stood at 98.92% in a June 2026 inspection, and Laurel, due in December 2025, stood at 94.44%. Neither delay is large by Dubai standards, but it is the reason to treat Q3 2027 as a target and not a promise.
For Indian buyers
Ownership. City Walk is freehold for foreign buyers, resident or not, and the Dubai Land Department issues the title deed in your name. There is no annual property tax and no VAT on a residential sale; the government cost is the 4% DLD transfer fee plus registration charges.
Remitting the money. Under the LRS each resident Indian can send USD 250,000 a financial year. The AED 2,730,000 one-bedroom is about USD 742,000, so even a couple remitting USD 500,000 a year needs about two financial years. The 20/50/30 plan spreads payments to 2027, which fits that, but the 30% at handover has to be ready in the year it falls due.
Golden Visa. The ten-year visa needs AED 2 M of property. Every unit in Plaza clears that, including the entry one-bedroom. The rules for off-plan property change from time to time, so confirm them with the visa service when you book.
Rent and tax. City Walk one-bedrooms earn about 5.7% to 6.1% gross on the reports we found, and one-bedrooms rent for about AED 176,000 a year on average. On AED 2,730,000, 5.7% to 6.1% is about AED 155,600 to 166,500 a year before the service charge. Rent earned in Dubai is taxable in India for a resident Indian, so budget for your slab rate.
Exit. One 2026 report says City Walk's ready stock is at a five-year low, which helps resale. The larger units - townhouses from AED 19.5 M and penthouses from AED 31.72 M - have far fewer buyers than the one and two-bedrooms, so expect a longer sale.

Central Park Plaza is Meraas selling the park frontage of City Walk at a City Walk premium. The entry one-bedroom at AED 2,730,000 works out at about AED 3,120 per sq ft, above the district's 2026 average of about AED 2,770, and the buildings around it in the same park trade lower. What you pay extra for is a low-density phase of 212 homes, a developer backed by Dubai Holding, and a signed AED 450 M construction contract. The handover date needs reading carefully: Q3 2027 is on most pages, October 2026 on one, and the later Central Park buildings Castleton and Laurel both ran past their dates. For Indian buyers the Golden Visa comes with every unit here, which is not true of most City Walk launches below AED 2 M.
A sound choice for an end user or long-term holder who wants a Meraas park-side home and the Golden Visa together, and can carry 30% at handover. Hidden Charges to Budget For
Beyond the base price, budget 6% to 7% of the price in fees. The Dubai Land Department takes 4% on every transfer; registration at a trustee office is AED 4,200, or AED 2,100 under AED 500,000; the title deed is AED 580, or AED 40 to register an off-plan contract on Oqood; and a resale usually carries an agency fee of about 2% plus 5% VAT, where a purchase direct from the developer normally carries none. There is no GST and no stamp duty, and the sale of a home does not attract VAT. A mortgage adds about 0.25% of the loan plus AED 290 to register, an arrangement fee and a valuation. After handover the running cost is the service charge - roughly AED 10 to 32 per sq ft a year for apartments and AED 14 to 40 for villas - with no annual property tax on top.
