About Elan Empire Shop for Rent, Sector 66 Gurgaon

No shop in Elan Empire, the high-street block Elan is putting up on Golf Course Extension Road in Sector 66, Gurugram, can be rented today. The developer's own half-yearly environmental compliance report for December 2025 says the project is "under construction phase after grant of EC and CTE", and one portal gives possession as 1 April 2028. A tenant who wants a shutter here in 2026 is looking at a building site.

The row this page replaces marked the building as ready and advertised shops from about thirty thousand rupees a month. Neither holds up. There is no rent for a working Elan Empire shop because no Elan Empire shop is working. What does exist is a sales offer of up to 12 per cent a year till possession, paid by the developer to buyers, and a set of real rents in finished buildings a short drive away. This page keeps the three apart.

What the developer's own paperwork says

Elan Empire is registered with the Haryana Real Estate Regulatory Authority as GGM/736/468/2023/80, which Elan prints as registration 80 of 2023. The developing company is Elan City LLP, on licensed land of 5,918.52 square metres, about 1.46 acres. The December 2025 report on Elan's own site, filed because the project holds an environmental clearance and a consent to establish, is the most recent first-hand statement of the construction status found. It describes construction under way, not a finished block.

The dates in circulation disagree. A portal summary puts possession at 1 April 2028 with construction at mid-stage; another search summary gave December 2027; older broker pages still carry June 2025, which has come and gone. The date that binds the developer is the completion date on the HARERA registration. Until the occupation certificate for the block is issued and units are handed to their owners, there is nothing for a tenant to occupy.

Twelve per cent till possession, turned into a rent

Channel-partner pages sell Elan Empire with "up to 12 per cent assured returns till possession" on a 50:50 payment plan. That is the developer's offer to a buyer, not a rent from a tenant, and it stops when possession starts. It is still worth converting into the unit a tenant thinks in, rupees per sq ft a month, because it shows what owners will be used to receiving when the payments end:

Rs 34,750 times 12 per cent is Rs 4,170 a year, or Rs 347.50 a month for every sq ft. No shop on this stretch was found letting at that rate. The dearest priced unit in AIPL Joy Street, a cinema-anchored high street in the same sector, asks Rs 322, and its ordinary shops ask Rs 140 to Rs 150. The pages read do not say whether the 12 per cent is paid on the full price or only on the half paid under a 50:50 plan; on half, the ground-floor figure falls to about Rs 174 a month, which is inside the band finished shops achieve. A buyer should get the assured-return clause in writing. A tenant should simply note the gap.

That gap is the negotiating fact of 2028. Ground-floor owners who bought at Rs 34,750 or more will move, at handover, from a promised 12 per cent to whatever the market pays, and at the rents found nearby that is 4 to 7 per cent. Expect opening asks well above the neighbours, and be ready to walk to the neighbours.

The pre-leased listings, tested against their own numbers

A portal's resale page for Elan Empire carries a handful of units described as pre-leased, each with a rent and a return. A block without an occupation certificate cannot have a tenant trading in it, so these need checking before anyone quotes them as Elan Empire rents. Working each printed return back to the price it implies:

The working is rent times 12 divided by the return: Rs 3,84,000 a year over 9.37 per cent is about Rs 40.98 lakh, and over 195 sq ft that is about Rs 21,016 a foot. Every implied price lands between Rs 21,000 and Rs 25,000 a foot, well under the Rs 34,750 quoted for Elan Empire's ground floor. The 443 sq ft unit at Rs 77,000 is a shop this site has met before: the Emaar Colonnade sale page records a 443 sq ft Colonnade shop listed at Rs 1.7 crore and let at exactly Rs 77,000 a month. The portal is mixing other buildings into Elan Empire's results, or reporting developer payouts as rent. Either way these are not evidence of what an Elan Empire shop lets for. The Rs 30,000 showroom is also the closest thing on record to the old row's figure, which is one more reason not to repeat it.

With no rents of its own, the useful evidence for this building sits next door. These are asks on listings read in the last week, with the rate worked out from the rent and the area printed:

Rs 40,000 over 265 sq ft is Rs 150.94; Rs 70,000 over 518 is Rs 135.14; Rs 1,00,000 over 500 is Rs 200. Two more M3M 65th Avenue results on the same portal search sit well below the rest, a 400 sq ft shop at Rs 42,000 (Rs 105) and a 1,150 sq ft unit at Rs 60,000 (Rs 52), which is the kind of rate large and upper-floor units get. Ordinary shops on this road cluster between Rs 125 and Rs 200 per sq ft a month, and that is the band an Elan Empire landlord will be up against in 2028. Put as Elan Empire vs Emaar Colonnade or Joy Street, the choice for anyone opening before then is made for them: those two are trading, and Elan Empire is a site.

A derived rent for a 300 sq ft Elan Empire shop

This is arithmetic, not a quote. Take a 300 sq ft ground-floor shop, the smallest size Elan markets, and lay the neighbours' band over it:

The owner's return is rent times 12 over the price: Rs 1,800 a year over Rs 34,750 is 5.2 per cent. Electricity, maintenance and a deposit come on top of the tenant's column. Elan has not published a maintenance rate, a deposit or a lock-in for the building, so none is assumed here. At Emaar Colonnade nearby, shop listings ask three to six months' deposit; on a Rs 45,000 shop that would be Rs 1.35 lakh to Rs 2.7 lakh before any fit-out begins.

Floors and formats: where demand will be thinnest

Anyone picturing an Elan Empire mall in Gurgaon should adjust the picture. Elan describes a high-street block with three bands of use under one roof, retail, offices and food and beverage, with double-height shops at street level, and no anchor brand has been announced. On a plot of about 1.46 acres the retail has to stack, and the price card says so. First-floor shops are quoted at Rs 18,750 to Rs 20,750 a foot against Rs 34,750 to Rs 39,750 on the ground, roughly half. Upper-floor retail in a new block fills last, because a shopper has to decide to climb to it. A tenant who wants a first-floor unit here will have bargaining power at handover; a tenant who wants ground-floor frontage will be competing with every food and fashion brand that likes Golf Course Extension Road.

Getting in before handover

A brand that wants a unit here before 2028 has two routes. One is an agreement to lease, signed with the developer or with a buyer who already holds an allotment, with rent starting only after handover and an agreed fit-out period. The other is to wait for handover, when many owners will be looking for a first tenant in the same months, which gives a patient tenant a choice of landlords. No agreement to lease in Elan Empire surfaced in the sources read, and no named brand has been announced for the block. Anyone offering a let unit here today is selling an allotment with a promise attached; ask whose name is on the lease and whether it is registered.

Before you commit to a shop that is not built

  1. Registration: look up GGM/736/468/2023/80 on the HARERA site and note the committed completion date.
  2. Occupation certificate: no rent, deposit or fit-out payment until it is issued for the block.
  3. Unit and floor: the unit number, the floor plan, and both carpet and super area in writing.
  4. Who the landlord is: the developer or an allottee; if an allottee, the allotment letter and the developer's consent to lease.
  5. The payout overlap: if the owner is still receiving the developer's 12 per cent, whether your lease changes it.
  6. Maintenance, deposit, lock-in: all in writing, because none is published.
  7. Food use: exhaust, gas and grease-trap provision on the sanctioned plan before you sign for a kitchen.

One portal's resale page prints units at Rs 23,000 to Rs 77,000 a month with returns of 3.27 to 9.37 per cent, and those returns imply prices of about Rs 21,000 to Rs 25,000 a foot, far below the building's ground-floor rate. The 443 sq ft unit at Rs 77,000 matches an Emaar Colonnade shop exactly. A building without an occupation certificate has no trading tenants.

How does Elan Empire compare with Emaar Colonnade and AIPL Joy Street for a tenant?

Those two are finished and let; Elan Empire is not. Emaar Colonnade's small shops ask Rs 18,000 to Rs 60,000 a month, Rs 133 to Rs 200 a foot on the listings compared here, and Joy Street's ordinary shops ask Rs 140 to Rs 150 with an Inox cinema drawing people in. A tenant who must open before 2028 has to choose between them; one who can wait can hold them up against Elan Empire's first asks at handover.

Those two are finished and let; Elan Empire is not.
