Searches for Palm Crest mix several projects. This page is about the plotted colony in Sector 21, Jhajjar, registered to NCR Infra Build Well Developers LLP, which is why it is known as NCR Palm Crest. It is not Palm Crest 2.0 in Nirvana Country, Sector 50, Gurgaon, a set of 5 BHK builder floors on 560 sq yd plots by a different developer, and not the older Palm Crest building in Sector 50. In Jhajjar it is also separate from The Palm Estate near Reliance MET City and from Palm Drive in Sector 8. If a broker quotes a "Palm Crest" price, ask for the HRERA number on the quote.

What the registration shows

The HRERA filing for Palm Crest is more detailed than any listing, and it answers most of the questions a buyer would ask.

The land and the licence. The 8.3083 acres belong to three landowners, who hold DTCP licence 257 of 2025 and signed a registered collaboration agreement with the developer before the licence was granted. The licence is valid to 22 December 2030, and the developer has given that same date as the registered completion date. That alignment is tidy, and it means the licence will need renewing if the work runs late.

How the land is used. Of the 8.3083 acres, 4.358 acres (52 per cent) is sold as plots, 1.958 acres goes to roads, 0.768 acres to parks, 0.894 acres to the state for community sites and 0.33 acres to a commercial pocket. Spread across 145 plots, that is about 277 sq yd of gross land behind every plot, inside the normal range for DDJAY-size colonies (about 270 sq yd in a tight layout to 345 in a generous one, on the colonies we have measured), with nearly a quarter of the land in roads.

The money. The developer puts the whole project at Rs 29.29 crore: Rs 15.45 crore for land, Rs 10.39 crore for roads, water, drains, power, sewage and the boundary wall, and Rs 3.45 crore for EDC and other levies. Divided by the 21,093 sq yd of plots, that is a cost of about Rs 13,900 per sq yd of plot. Against a sector rate of Rs 43,500 to Rs 56,000, there is a wide margin, which is normal for a plotted colony and means price, not cost, is what you will be negotiating.

What is not in the plan. No clubhouse, school or shopping area is costed; the filing marks them "yet to be prepared". At the time of filing the external connections for roads, water, sewage and drainage (HSVP) and electricity (UHBVN) had not yet been approved. Ask whether they have been since.

Is Palm Crest legit?

On the paperwork, yes: the project is registered with HRERA under a valid DTCP licence, with an approved layout, a zoning plan, an escrow account at ICICI Bank and a chartered accountant's non-default certificate on file. What the registration cannot give it is a track record. The developer's filing lists no projects launched in the previous five years, and we found no website or delivered project for NCR Infra Build Well Developers LLP. The partners named on the registration are Raj Bala and Rajesh Sahrawat, who is also the authorised signatory. Searches also turn up an "NCR Infra Buildwell Pvt Ltd", which may or may not be connected; the LLP is the registered promoter, so it is the name that should appear on your allotment letter and agreement.

A new, single-project developer is the normal profile for a small DDJAY colony in Haryana, and it is not a strike against it. It does mean the registration and the escrow account carry the weight a brand would otherwise carry. Read the quarterly progress reports on the HRERA portal. One more item is on the record: on 29 July 2026 HRERA heard and disposed of a representation from two individuals concerning the developer. Ask what it was about.

Sector 21 Jhajjar, Haryana: location

Sector 21 lies on the edge of Jhajjar town, in the villages of Jhajjar and Bid Sunarwala. Its neighbour in the same sector, Saras City, is on the Jhajjar-Badli road near Bhatti Gate and markets the sector as about 1 km from the national highway, 5 minutes from Jhajjar city, 10 minutes from the KMP Expressway, 15 minutes from Reliance MET City and 20 minutes from the national cancer institute at AIIMS Badsa. Those are a neighbour's marketing figures, so measure the route from the Palm Crest gate yourself. Gurugram is about 40 to 50 minutes by the KMP.

Does Jhajjar come in NCR? Yes: Jhajjar district comes under the National Capital Region, which is part of why the developer uses the name. Is Jhajjar good for investment? The case rests on jobs at Reliance MET City and the industrial belt along the KMP, AIIMS Badsa, and plot prices that are a fraction of Gurugram's. The risk is supply: Jhajjar has dozens of DDJAY colonies launching at once, so resale can be slow. Building on the plot: the stilt-plus-four question

DDJAY plots are often sold on the promise of stilt-plus-four floors. The High Court's April 2026 stay on that policy was later confined to Gurugram district, so it does not reach Jhajjar directly. But the Town and Country Planning Department's memo of 21 July 2026, as reported, holds all further stilt-plus-four approvals on residential plots and is not limited to Gurugram.
