Not the same as Horizon Floors Sector 93 Gurgaon
Search "Horizon Floors Gurgaon" and most results are about the group's first project, Horizon Floors Sector 93 in New Gurugram. That one is a different product: 2 and 3 BHK floors of about 963 to 1,395 sq ft, described as 130 homes on 9.8 acres, on a 30:70 plan, with possession from November 2026. Several articles that rank for the Sector 63A price are in fact about Sector 93, and that is how the 9.8 acres and the 30:70 plan end up attached to 63A on some pages. They do not belong to it. Sector 63A is a larger, single-size 3 BHK on Golf Course Extension Road, priced about twice as high, on a 25:25:40:10 plan. Guliani Group also markets Horizon projects in Sonipat (Sector 6), on Sohna Road and in Sector 99 on the Dwarka Expressway, so check which Horizon a quote is for.

No floor-wise price list is published, so the spread is most likely the usual premium for the ground floor with its lawn and the top floor with its terrace, but that is a guess until you see the list. First, ask whether 1,620 sq ft is super area or built-up; Gurgaon quotes on super area at a loading of 25 to 35 per cent over carpet, so the carpet area could be nearer 1,200 to 1,300 sq ft. Second, Laburnum's Victory Floors in the same estate is also advertised at "Rs 2.80 Cr onwards" for about 1,600 sq ft, so make sure a quote names the project.
The colony underneath: which Anant Raj estate?
An independent floor is a building on someone's plot inside someone's licensed colony, so the paperwork comes in two layers. The colony layer is the licence, the roads, the services and the eventual handover to the municipal body. The building layer is the sanctioned plan for your plot, its date, any registration and the occupation certificate. Guliani Group is the builder of the floors; the colony belongs to Anant Raj.
Anant Raj has two plotted colonies in Sector 63A, and the builder's page does not say which one this is:

The difference matters. 1,620 sq ft is exactly 180 sq yd. On a 300 sq yd plot in Anant Raj Estate, a 1,620 sq ft floor is ordinary. On a 180 sq yd DDJAY plot, a 1,620 sq ft floor would equal the whole plot, which only works if 1,620 is a loaded super area. One more point to clear on the colony layer: an HRERA record for Anant Raj Estate notes that licence 119 of 2011 ran to 27 December 2019 and had not been renewed when that note was made, while a DTCP letter of October 2025 still cites the licence. The stilt-plus-four freeze, and the one date that answers it
Every Horizon floor is a stilt-plus-four building, and that approval route is frozen. On 2 April 2026 the Punjab and Haryana High Court, in CWP (PIL) 212 of 2024, restrained the state from going ahead with the stilt-plus-four policy for residential plots, and the court later confined that order to Gurugram district, which is where this project is. On 21 July 2026 the Town and Country Planning Department put all further stilt-plus-four approvals on residential plots on hold and switched off the online submissions. The court described its orders as prospective, so a building whose plan was sanctioned before 2 April 2026 is in a very different position from one that still needs a sanction. Horizon 63A launched in September 2025, so either is possible. The answerable question is: was the building plan for the plot your floor is on sanctioned, and on what date? Ask for the sanction letter itself, not a verbal yes. If it is dated after the freeze began, or does not exist yet, a stilt-plus-four building cannot be approved today, whatever the brochure shows.
Is Horizon Floors Sector 63A RERA registered?
No registration number appears on the builder's page, in the launch coverage or on any listing we found, and one listing describes registration as under process. There is a possible reason: under Section 3(2)(a) of the RERA Act, a project on land of 500 sq m or less, or with eight homes or fewer, does not have to register, and a single stilt-plus-four building on one plot has four homes. But a scheme sold as one project across several plots is harder to fit inside that exemption, and without a registration there is no registered completion date and no escrow account protecting your money. Ask in writing whether the seller is relying on the exemption, for which plots, and which company will sign your agreement.
Possession: three dates in circulation
The builder's page says possession in June 2026, with a completion date of 1 June 2026. That is nine months after the September 2025 launch, earlier than the group's own Sector 93 project, and it has already passed without any handover news. Two listings give the end of 2029 and June 2030 instead, which fit a launch-then-build timetable better. A registered completion date is the only one that binds a seller, and there is none here yet. Get the date in your agreement and the delay compensation beside it.
The 25:25:40:10 payment plan
On Rs 2.80 crore the plan works out to Rs 70 lakh, Rs 70 lakh, Rs 1.12 crore and Rs 28 lakh, construction linked. Ask what each stage is tied to and how it will be certified. Under RERA a promoter may not take more than 10 per cent before a registered agreement for sale, which is a useful ceiling to hold to while the registration question is open. Ask for the full cost sheet: basic price, preferential location charges for ground or top floor, club and maintenance deposits, power backup, GST and Haryana stamp duty and registration.

The builder puts the site 7 minutes from the Sector 55-56 Rapid Metro station, 5 minutes from Golf Course Extension Road and 30 minutes from IGI Airport.
