One broker page adds three-bedrooms; Azizi's release does not mention them.
Azizi's own release starts prices at AED 570,000 (about Rs 1.47 crore), and studios start from about 333 sq ft. Two plans are quoted, 10/40/50 or a straight 50/50, and broker pages put handover at Q4 2027. Noura is one of three Azizi buildings on this batch of pages; it differs from Azizi Wares and Azizi Rose in size, mix and price, as set out below.

That makes it one of the few prices on this batch that comes straight from the developer. The source listing prints no price. Azizi has not published one or two-bedroom prices in the sources we found, so ask for the price list with the floor plans.
Prices in Downtown Jebel Ali have tended to rise after launch - Azizi Aryan launched at AED 575,000 and now starts at AED 613,000 - so a year on from launch, the remaining Noura studios may already be priced above AED 570,000. Check what is actually available.

Payment plan and total cost
Two plans are quoted for Noura. The first is Azizi's usual Downtown Jebel Ali structure, 10% on booking, 40% during construction and 50% at handover. The second is a straight 50/50: half during construction, half at handover. Neither has a post-handover tail. The worked example uses the first.

On 50/50 the total is the same; only the timing moves, with AED 285,000 due over construction instead of AED 57,000 plus AED 228,000. A broker adds 2% plus VAT, about AED 11,970.
The handover payment. AED 285,000 is due when the building is finished. UAE banks lend less on small studios and to non-residents, so most Indian buyers should plan it as cash from the LRS allowance of the year handover falls in.
Service charge. Not published. Downtown Jebel Ali buildings publish their charges on Mollak, the DLD's service-charge platform, and the district sits below the prime areas. Until Azizi publishes Noura's amenity list, it is hard to say where in the district's range it will fall; ask for the budget per sq ft.
Location and connectivity
Downtown Jebel Ali sits on Sheikh Zayed Road at the southern end of the city, built around the Jebel Ali Free Zone. Azizi's release places Noura within walking distance of the Metro - the Red Line's Jebel Ali station, renamed National Paints in 2024 - which is the district's strongest selling point. Ibn Battuta Mall is about ten minutes away, Dubai Marina and JBR about 20, and Expo City, Dubai Parks and Resorts, Palm Jebel Ali and Al Maktoum International Airport (DWC) within about 15 to 20.
The tenant is a JAFZA or Dubai South worker who wants to be near work and on the Metro. That demand is real, and it is why yields here run ahead of prime Dubai. The supply is also real: Azizi alone has Abraham, Aryan, Gabriel, Noura, Rose and Wares in the district, and Deyaar's Eleve is due in 2027. Expect construction around you and competition for tenants in 2027 and 2028.

Amenities and specifications
This is the thinnest part of the Noura story. Azizi's launch release describes "elegantly designed freehold residences" and the location, but does not list amenities or finishes, and the broker pages we found add nothing specific. By contrast, Azizi's release for Wares lists pools, separate gyms, a cinema and a clubhouse. Do not assume Noura has the same; ask for the brochure.
What is known: one tower of ground plus 14 floors, studios from about 333 sq ft, and one and two-bedroom apartments above, freehold. Azizi's sales gallery for the launch was on the 13th floor of the Conrad Hotel on Sheikh Zayed Road, which is where the floor plans and specification sheet should be available.

About the developer
Azizi Developments has built in Dubai since 2007 and has delivered more than 14,000 homes. An industry reading of DLD delivery data puts about 89.1% of its contracted units at or before the registered completion date. Some Al Furjan and Riviera phases ran 12 to 24 months late in the 2019-2022 window, and the record since has been tighter.
Azizi Riviera in Meydan has handed over 53 of 75 buildings, and the company said it would hand over 22 projects and roughly 5,000 homes in 2026. Noura is part of a quick run of Azizi launches in Downtown Jebel Ali: Noura in October 2025 and Gabriel in November 2025, with Wares and Rose alongside. Gabriel carries Q4 2028; if Noura's own SPA says Q4 2027, ask Azizi how that schedule differs.
For Indian buyers
Ownership. Downtown Jebel Ali is freehold for all nationalities, so an Indian citizen can own a unit outright. During construction the purchase is an Oqood record at the DLD; at handover the DLD issues the title deed. There is no annual property tax and no VAT on a residential sale; the government cost is the 4% DLD transfer fee, AED 22,800 on the studio. Remittance. Under the Liberalised Remittance Scheme each person can send USD 250,000 per financial year. The studio with fees is about AED 597,040, roughly USD 162,600, inside one person's allowance. TCS of 20% on remittances above Rs 10 lakh a year is adjusted against your income tax.
Golden Visa. The property route needs AED 2 million, and no home here reaches it alone.
Rent and tax. Downtown Jebel Ali runs about 5.4% gross on one-bedrooms and 5.1% on two-bedrooms, with one-bedroom rents from about AED 54,000 a year. No studio rent is published for the district by the sources checked. The UAE levies no tax on the rent; an Indian tax resident declares it in India, with the 30% standard deduction, and reports the unit as a foreign asset.

The Dubai Land Department takes 4% on every transfer; registration at a trustee office is AED 4,200, or AED 2,100 under AED 500,000; the title deed is AED 580, or AED 40 to register an off-plan contract on Oqood; and a resale usually carries an agency fee of about 2% plus 5% VAT, where a purchase direct from the developer normally carries none.
