The approval problem that covers all of it

The Punjab and Haryana High Court, hearing CWP (PIL) 212 of 2024, passed an interim order on 2 April 2026 restraining the state from proceeding with the stilt-plus-four policy for residential plots and staying the operation of the policy order of 2 July 2024. On 21 July 2026 the Town and Country Planning Department issued a memorandum to HSVP, HSIIDC and the Director of Urban Local Bodies directing that all further S+4 approvals on residential plots be held till further orders: no layout plan, zoning plan or service plan estimate to be cleared at the density those buildings need, and the IT wing to disable S+4 submissions on the departmental portals.
Read what that does and does not do. It is a stay on fresh approvals, not a demolition order and not a ban on living in a floor already sanctioned. A building whose plan was sanctioned before the freeze is in a different position from one whose file was still moving. That is why the question to ask is not "is S+4 allowed?" but "was this specific plot's building plan sanctioned, and on what date?" — and why the answer should arrive as a sanctioned plan with a date on it rather than as reassurance.
It matters most on the two projects still being built, Sector 82A and Sector 88A. It matters least on Sector 67A and Sector 49, where the buildings are finished and the document that settles the question is the occupation certificate.

What a Laburnum floor is, legally
An independent floor inside a licensed colony is sold as a share in the plot plus exclusive use of one floor. So the papers come in two layers, and buyers routinely check one and skip the other:
- The colony layer — the licence for the colony, held by Ansal API, Uppal Group, Anant Raj or whoever owns the scheme. It governs roads, services, density and whether the colony has been handed to the municipal body.
- The building layer — the sanctioned building plan for that one plot, the S+4 sanction and its date, the completion or occupation certificate, and any HRERA registration for the floors being sold.
If the seller answers a building-layer question with a colony-layer document — showing you the colony licence when you asked for the sanctioned plan — that is the moment to slow down. Ask for the sanctioned building plan with its date, the HRERA registration or a written explanation of why none applies, the colony licence and its holder, the occupation certificate on anything finished, and a cost sheet that separates the base rate from preferential location charges, club and maintenance deposits, power backup, GST where it applies, and Haryana stamp duty and registration.
