A 12% one-year fall on Pakhowal Road after years of gains is what a thin market looks like when a few big listings leave the data; 99acres still ranks it among the three fastest risers over three years. Within one colony, plot prices vary with road width and facing, so a per-yard figure is only a starting point.
What registration costs in Punjab
Punjab's 7% for men is built from a 5% base duty plus two 1% additions, one for the Punjab Infrastructure Development Board and one for social infrastructure. Women buying alone pay 5% and a man-woman couple 6%. The registration fee is 1%, capped at Rs 2 lakh for a sale deed. On the kothi the woman's rate saves Rs 6 lakh, and the registration cap pulls the total down to about 7.7% for a man. That is why so many Ludhiana deeds carry a wife's or mother's name.
Collector rates
Ludhiana's 2025-26 collector rates took effect on 23 October 2025 and are published area by area on the district website. The district had proposed rises of 25-40%, but the state had put such proposals on hold that August, and we could not confirm the final increase. Approvals: GLADA, PB-RERA and the NOC trap
The Greater Ludhiana Area Development Authority (GLADA) plans the city's sectors and auctions plots in its urban estates. Private colonies and apartment projects need a licence under the Punjab Apartment and Property Regulation Act, 1995 and, above the size threshold, registration with Punjab RERA. The authority publishes penalty lists; in September 2023 it penalised several Ludhiana promoters under Section 60 of the RERA Act. Search the promoter's name on rera.punjab.gov.in before you pay.
The bigger trap is the unauthorised colony. Section 20 of the 1995 Act requires an NOC before a plot in such a colony can be registered. In late 2024 the state amended the Act to let plots up to 500 sq yards register without an NOC until August 2025. On a public interest petition by a Ludhiana resident, the Punjab and Haryana High Court struck that amendment down in April 2025, and the NOC requirement is back. Then on 2 July 2026 the Cabinet amended Rule 31 of the Act's rules: colonies where at least 25% of plots are developed can apply for regularisation, with applications due by 30 September 2026. Where NRI money goes, and how it goes wrong
Punjab's diaspora is a steady buyer in Ludhiana, and what it buys is mostly plots and kothis, often a family home to build on or hold. We found no hard figure for its share of sales, so treat any brochure's claim about "NRI demand" as marketing rather than data.
The flip side is fraud against owners who live abroad. In February 2025 an inspection of the Ludhiana (West) sub-registrar's office found that 14 kanals at Noorpur Bet, owned by an NRI in the United States, had been sold by an impersonator for about Rs 30 lakh, when reports valued the land at about Rs 6 crore. Officials were among the accused. The High Court has called the rise in such frauds disturbing.
- Keep land records and the jamabandi under watch through a trusted relative or lawyer, and check them after any unusual approach.

The industrial economy and the infrastructure
Ludhiana runs on hosiery, knitwear, bicycles, auto parts and hand tools. When the US raised tariffs on Indian goods to 50% in August 2025, the Tribune reported more than Rs 10,000 crore of the city's exports at risk. The February 2026 India-US deal cut the rate to 18%, and the Tribune has since reported fresh momentum in the textile trade. In a city like this, factory order books and housing demand tend to move together.

Rent, yield and who should buy
99acres names Pakhowal Road the best rental return in the city at about 3.6%. Rents vary widely: a 1,050 sq ft South City 2BHK lists at Rs 15,000 a month, and Pakhowal Road 2BHKs from Rs 13,000 to Rs 45,000 furnished. Take an Rs 80 lakh Pakhowal Road 2BHK at Rs 20,000 a month (Rs 2.4 lakh a year): the gross yield is 3.0%, and about 2.8% after 8% duty and registration. Ludhiana suits a family building its own home on an approved plot, a local business owner who knows the colonies, and an NRI who wants a base and can watch the title from abroad. It suits badly anyone chasing rental income, anyone buying in an unregularised colony on the promise of a later NOC, and an absentee owner with no one on the ground.
