Get the title and the 7/12 extract, the layout sanction matched to your plot number, a written schedule of what will be developed and by when, the construction rules and the annual maintenance charge. Then cost the house you intend to build. If the total still works and you will build within a few years, this is a sound second-home purchase. If you are buying bare land to hold, you are paying a serviced-plot premium on an asset that earns nothing.
