A southern developer bought its way into Delhi-NCR this morning, the festive quarter is being talked down before it has finished, and Dubai has posted its first annual price fall in five and a half years. Here is what moved on 22 September, and what it means if you are buying or selling.

National

The festive read is the one to pay attention to. Anarock's view, reported this week, is that housing sales in the top seven cities during the July-to-September quarter will land 3% to 4% higher than the April-to-June quarter, which recorded around 90,700 units. The framing matters: that is quarter-on-quarter growth off a base that was itself 6% below last year.

So the festive season is holding, not surging. Developers have become more careful about when they launch, and buyers are spending longer on price, payment terms and what is actually being delivered. Both of those are signs of a market that has stopped running.

Rates are the other half of the picture, and they are not moving. The Monetary Policy Committee left the repo rate at 5.25% at its August meeting, unanimously, with a neutral stance. The next resolution is due in early October. For a borrower, that means the floating-rate home loan you have today is the one you will have next month, and any lender advertising a cut is cutting its own spread, not passing on a policy move.

Delhi NCR

The day's biggest transaction: Puravankara, the Bengaluru developer, has bought 13.44 acres in Greater Noida for Rs 340 crore through a wholly owned subsidiary, Prudential Housing and Infrastructure Development. The site carries a saleable potential of 4.57 million sq ft and a gross development value the company puts at Rs 5,200 crore, and it is the company's first project in the region after five decades focused on southern and western India.

The location logic is the Yamuna Expressway corridor and the Noida International Airport at Jewar, now operating. That is the same thesis several developers have been buying into over the past eighteen months, and it is worth noting what it implies: the land was cheap enough relative to expected pricing that an outside entrant thought it could make the numbers work against established local players. The broader NCR picture behind it: Gurugram accounts for roughly 43% of the region's residential sales and 45% of new launches, with capital values up around 10% year on year — the fastest among NCR's markets. Noida's growth is being driven by a different engine, built on the expressways, the airport, and investment in data centres and logistics rather than on corporate office expansion. Two markets, two theories of value, one region.

Other metros

Chennai's half-year numbers, published by Knight Frank, gave the city 9,198 sales, up 3% year on year, against 9,588 launches, with the average price up 5% to Rs 7,555 per sq ft. Unsold stock stands at 19,722 units and the quarters-to-sell figure is 4.4. Office leasing was 3.6 million sq ft, down 28%, but that is against a record 2025 and completions in the same period rose 149%. Our full Chennai market study ran today alongside this roundup.

Across the top seven in the June quarter, only Kolkata, Hyderabad and Bengaluru grew sales year on year — by 10%, 2% and 1%. Mumbai and Bengaluru together still took more than 48% of everything sold. The Mumbai picture remains the market that sets the national tone on value.

Dubai and UAE

The number of the week came from outside India. Dubai's average residential sale price fell to AED 1,636 per sq ft in August, down 1.7% on the same month last year — the first annual decline since February 2021, on Cavendish Maxwell's measure. Around 10,900 homes changed hands in the month, about 14% fewer than in July, with off-plan at roughly 75% of sales.

Be careful with the monthly totals, because different counts are circulating. One set has August residential sales at about AED 23.4 billion; another, counting all property sales, puts the month at 11,600 transactions worth AED 27.89 billion, and total activity including mortgages and gifts at AED 46.22 billion across 15,611 transactions. They measure different things. What is consistent across all of them is direction: volumes are off the 2025 peak, and year-to-date transaction values are running well below last year's pace.

September has picked up — one weekly count put transactions at AED 10.67 billion as the season restarted, ahead of the AED 7 billion to AED 9 billion weeks of July and August. Seasonal recovery is normal. It does not undo an annual price decline.

For an Indian buyer this is a cooling, not a collapse: prime and luxury stock has held up better than the average, and a buyer who was priced out in 2024 is looking at a friendlier entry. Launches to watch

The Puravankara site in Greater Noida is the one with the largest number attached to it, though a launch date has not been set and land purchase to first sale in NCR rarely runs under a year.

Behind it, County Group's Rs 2,500 crore project in Sector 88A, Gurugram, remains the largest committed scheme in New Gurugram — 844 apartments across 24 acres, with completion targeted for 2032. Policy and regulation

No central policy change landed today. Two things are worth keeping on the radar.

First, the compliance change that is already in force: from 1 April 2026, TDS on a property purchase is reported under the Income-tax Act, 2025, on Form 141 rather than Form 26QB, with the certificate to the seller now Form 132. The rate and the Rs 50 lakh threshold did not change. The forms did, and the date of payment — not the date of the agreement — decides which applies. We have published a full guide today.

Second, prepayment. The Reserve Bank's directions on prepayment charges apply to loans sanctioned or renewed on or after 1 January 2026, removing charges for individuals borrowing for non-business purposes and for floating-rate business borrowing by individuals and small enterprises at the larger lenders. If you are refinancing a mortgage this quarter, the sanction date is what decides your position.

What it means for you

If you are buying in NCR: institutional money is still arriving on the Noida side, which supports the corridor but does not guarantee your specific project. Ask about delivery record, not just about the airport.

If you are selling: the festive quarter is positive but not hot. Price to the last three comparable transactions in your own building, not to the asking prices on portals.

If you have a home loan: nothing changes until early October at the earliest. If your rate is more than half a point above what new borrowers are being quoted, that is a conversation worth having with your lender now.

If you are looking at Dubai: the cooling is real and measurable. Buy for the rent and the use, run the India-side tax maths before you commit, and stop underwriting on price growth alone.
