Navi Mumbai flats ask anywhere from about Rs 10,000 per sq ft in Old Panvel to over Rs 30,000 in Vashi, with the airport-side nodes of Ulwe and Kharghar in the middle at roughly Rs 15,000-18,000. The airport opened on 25 December 2025 and Atal Setu in January 2024, so both are in the price. Registration costs 7% stamp duty plus a registration fee capped at Rs 30,000.

A planned city in nodes, not neighbourhoods

CIDCO built Navi Mumbai as a string of planned nodes along the harbour, and each node trades as its own market. The older northern nodes (Vashi, Sanpada, Nerul, Seawoods) are built out, well served by the Harbour line and priced close to parts of suburban Mumbai. The southern and eastern nodes (Kharghar, Ulwe, Dronagiri, Taloja, Panvel) are where the new towers are, and where the airport, the sea link and the rail extensions have pushed prices up since 2024.

Where asking prices sit, node by node

These are portal asking prices, not registered values. Maharashtra listings usually quote carpet area, so the per sq ft figure looks higher than a built-up quote for the same flat elsewhere.

City-wide figures disagree more than the node ones. One portal puts the Navi Mumbai average near Rs 19,300 per sq ft; another quotes Rs 14,700 for ready flats and Rs 12,600 for under-construction ones. The gap comes from which nodes dominate each sample, so price the node. Also treat the 20-25% annual gains some Ulwe marketers quote with caution: the portal figure for Ulwe is about 6% over the last year.

Unusually for an Indian growth corridor, the big three are all running. That cuts both ways. It removes the infrastructure risk that usually haunts a new node, but it also means you are no longer buying ahead of the news. A buyer in Ulwe today pays for a working airport, not a promised one.

CIDCO leasehold and the freehold switch

Nearly all land in the CIDCO nodes was allotted on lease, often for 60 years, and resale has traditionally needed CIDCO's permission and a transfer fee. That changed with the state's decision to let residential leasehold plots convert to freehold. The scheme covers plots allotted by tender, in CIDCO housing projects and under the 12.5% and 22.5% schemes.

  • The conversion fee is a percentage of the land's ready reckoner rate. We could not confirm the exact percentage, so get it in writing from CIDCO or the society before relying on a figure.
  • Where the original lease required CIDCO to recover unearned income, that is collected with the fee.
  • Once converted, CIDCO charges no transfer fee on later sales, and the Department of Land Records keeps the record.

When you buy a resale flat in an older node, ask whether the society's plot has been converted. An unconverted plot still carries CIDCO's transfer process, which adds time and cost to your purchase and to your eventual sale. The NAINA belt beyond the nodes

Around the airport sits NAINA, the Navi Mumbai Airport Influence Notified Area, notified in January 2013 with CIDCO as the planning authority. It spans about 94 villages and is being developed through town planning schemes, under which landowners get back 40% of their land as developed plots. CIDCO has also been acting against illegal construction there. A plot or a cheap tower in NAINA is a bet on a scheme being finalised and serviced. Check that the town planning scheme covering it is sanctioned and that the building has CIDCO's permission.

Stamp duty and registration, worked through

In Navi Mumbai the 7% is 5% stamp duty, 1% metro cess and 1% local body tax, charged on the higher of your price and the ready reckoner value. A woman buying alone pays 6%, and the old 15-year resale lock-in on that concession has been removed. Registration is 1% up to a maximum of Rs 30,000. Worked example: an Ulwe 2BHK

Say you buy a 650 sq ft carpet-area 2BHK at Ulwe's average asking price of Rs 15,450 per sq ft. That is about Rs 1 crore (Rs 1,00,42,500).

  • Stamp duty at 7%: about Rs 7.03 lakh.
  • Registration: 1% would be Rs 1 lakh, but the cap holds it to Rs 30,000.
  • Total on day one: about Rs 7.33 lakh.
  • Registered in a woman's sole name: 6% is Rs 6.03 lakh, plus Rs 30,000, so Rs 6.33 lakh. The saving is about Rs 1 lakh.

Because registration is capped, the bill rises almost exactly in line with stamp duty. On a Rs 3 crore Vashi flat the same maths gives Rs 21 lakh in duty plus Rs 30,000 in registration.

Rent and yield in Ulwe

Unfurnished 2BHK listings in Ulwe that we checked sat around Rs 25,000 a month, with classified ads from Rs 18,000 to Rs 32,000 and furnished flats higher. On the Rs 1 crore flat above:

  • At Rs 18,000 a month, annual rent is Rs 2.16 lakh: 2.2% gross.
  • At Rs 25,000, Rs 3 lakh: 3.0%.
  • At Rs 32,000, Rs 3.84 lakh: 3.8%.
  • Add the Rs 7.33 lakh registration bill and the outlay is about Rs 1.08 crore. The middle case drops to 2.8%.

Society maintenance and vacancy take it lower again. Ulwe is a rental market still filling up, with more towers under construction. Our rental yield comparison by city puts these numbers beside other metros.

Who Navi Mumbai suits, and who it does not

It suits an end user who works in Navi Mumbai, the port belt or south Mumbai via Atal Setu and wants a larger, newer flat than the same money buys in Mumbai. It suits a buyer in the mature nodes who values rail, schools and a finished neighbourhood more than upside.

It suits badly an investor expecting the airport to deliver a second jump: it is already open and priced. It suits badly anyone buying in NAINA without a sanctioned town planning scheme, or a resale flat on an unconverted CIDCO plot without costing the transfer.
