What Indian families weigh, and why the old hubs don't work for buyers
Most Indian families ask four things of an area: a CBSE or ICSE school within a short drive, a temple or gurdwara, Indian groceries and restaurants, and a quick run to the airport for trips home. The places that tick all four most easily are Karama, Bur Dubai and Oud Metha, with the Qusais and Muhaisnah school belt to the east.
The catch is ownership. Deira, Bur Dubai, Karama, Satwa, Oud Metha, Al Qusais and Al Muhaisnah are not designated areas, so freehold there is reserved for UAE and GCC nationals. Indian-curriculum schools and where they sit
School fees are set per grade and approved by the KHDA, Dubai's schools regulator. These are published ranges from school-review sites for the lowest to highest grade, and they exclude transport and uniforms.

The freehold areas, one by one
Dubai Silicon Oasis
DSO is the most complete package for a family on a budget. It has its own CBSE school, the Indian International School, a Lulu Hypermarket in Silicon Central Mall, and GEMS Modern Academy a short drive away in Nad Al Sheba. Area guides put the airport 15-25 minutes away by car. One-bedroom flats rent for about AED 64,000-72,000 a year and typically measure about 820 sq ft. Price estimates disagree: one 2026 guide says AED 900-1,100 per sq ft, another AED 600-900.
International City
The cheapest freehold community in Dubai, next to Dragon Mart, with over 60,000 residents in themed clusters. One tracker puts one-bedroom flats at AED 420,000-560,000 (about Rs 1.1-1.46 crore) in the first half of 2026, renting at about AED 33,000. Estimates of the rate range from about AED 654 to AED 850 per sq ft. The Qusais and Muhaisnah school belt, including Amity, is on the same side of the city. It is dense and older, and building upkeep varies.
Discovery Gardens and Al Furjan
This is the temple side of Dubai. The Jebel Ali Hindu temple, opened in October 2022, stands in the Worship Village next to the Guru Nanak Darbar gurdwara and several churches. Delhi Private School is in The Gardens next door. The nearest metro stops are Ibn Battuta and Energy on the Red Line, then a short bus or taxi ride.
Discovery Gardens is the older, cheaper half: one-bedroom flats rent for about AED 60,000-85,000, and rate estimates run from about AED 500 to AED 1,000 per sq ft depending on the source. Al Furjan is newer, at about AED 1,350-1,400 per sq ft, with one-bedroom flats from about AED 800,000 in older buildings to AED 1.1-1.2 million in new ones. Jumeirah Village Circle
JVC is where many younger Indian professional families now buy, for newer buildings and parking. JSS International School's ICSE campus is inside the community, and Al Quoz's CBSE schools are close. Price figures come from agency trackers and guides that disagree by as much as a third, so treat them as a starting range and check recent DLD transactions for the building you want.
Worked example: school fees and housing in DSO
Take a family with two children in DSO. At the top of Indian International School's range, AED 21,000 plus the AED 1,225 resource fee is AED 22,225 a child, so AED 44,450 a year for two, about Rs 11.6 lakh. Two children in Grades 1-2 at GEMS Modern Academy would cost AED 43,311 each, or AED 86,622, about Rs 22.6 lakh.
On housing, an 820 sq ft one-bedroom at AED 900-1,100 per sq ft costs AED 738,000-902,000, about Rs 1.93-2.35 crore. Renting a similar flat costs AED 64,000-72,000 a year. That rent is 7.1-9.8% of the price, before service charges, which is why many families rent first, try the school run, and buy later.
Where the fit is weaker
- International City is 25-30 km from central Dubai and densely built, and building quality varies from cluster to cluster.
- Discovery Gardens and Al Furjan put you near the temple but up to 52 minutes from DXB at busy times.
- JVC has plenty of near-identical supply, which holds back resale prices.
- School places are not guaranteed by living nearby. Check seats and the current KHDA-approved fee schedule before you buy.

A resident Indian buys under the Liberalised Remittance Scheme, up to USD 250,000 a year per person, with 20% TCS on remittances above Rs 10 lakh that you later adjust against your tax.
