Title Deed in Dubai: Oqood, Fees, Verification and Adding a Spouse
A Dubai title deed is the Dubai Land Department's certificate that you own a completed property, drawn straight from its Real Property Register. The DLD now issues it electronically, as a PDF with a QR code emailed to you, and you can verify or download it any time on the Dubai REST app. Off-plan buyers don't get one until handover. Until then, their interest sits on the Oqood interim register.
The certificate itself is cheap: AED 250 plus AED 20 in DLD fees, or AED 250 to 580 once the map and admin lines are added. The real cost is the 4% DLD transfer fee on the deal that puts your name on it.

What a Dubai title deed is
Dubai keeps a single state register of property ownership under Law No. 7 of 2006 on Real Property Registration. The title deed is a printout of your entry in that register. That's the source of its weight: the DLD records who owns the unit, not just a document you signed, and the register stands unless the entry was obtained by fraud or forgery.
Paper deeds have gone. The DLD emails the owner a link to an electronic title deed and an electronic map. Sources disagree on when the switch happened, some saying 2020 and others 2021, and the DLD's service page doesn't say. The e-deed has the same legal standing as the paper one and is anchored to the blockchain ledger the DLD has run since 2017.
What a Dubai title deed looks like
It's a one-page certificate in Arabic and English. These are the fields that count:
- Certificate number, printed as serial/year (for example 12345/2024). This is what you enter to verify the deed.
- Issue date and type of ownership: freehold, leasehold, usufruct or musataha.
- Property details: community, plot, building, unit, type and area in square metres (the suite area).
- Owners and their shares, plus any registered mortgage.
- A QR code linking to the live DLD record.
Oqood, pre-title deed and title deed
Oqood is the DLD's interim register for off-plan sales. Pre-title deed is an informal term, not a separate item in the DLD's fee schedule. It usually means the Oqood certificate (the initial contract of sale), and it's sometimes used for a finished unit whose deed is waiting on the final instalment. The title deed is final ownership.

When the title deed is issued
Ready property bought resale
The deed changes hands on transfer day at a DLD registration trustee office. You pay the 4% transfer fee, the seller's deed is cancelled, and a new e-deed is issued in your name, usually the same day. See the resale guide for the NOC and cheque steps before that.
Off-plan, at handover
The developer needs a building completion certificate first. You clear the final payment and the developer files with the DLD, which converts your Oqood record into a title deed. Conveyancers put this at two to three weeks after handover and under AED 600 in fees. On a post-handover payment plan, the deed normally waits for the last instalment, so check your SPA.
Property bought with a mortgage
The bank's mortgage is registered at 0.25% of the loan plus AED 290, and it's noted on your deed. On an AED 1.2 million loan, that's AED 3,290 (about Rs 84,700). You can't sell or gift the unit until the bank's release is registered. The non-resident mortgage guide explains who qualifies.

Sources disagree most on the Oqood admin line. Some quote AED 40 for plots, others about AED 430 for apartments, and the DLD lists an AED 1,000 developer fee for registering a sale on the Oqood portal. Ask your developer for its figure in writing at booking.
How to verify and download a Dubai title deed

- Install Dubai REST and sign in with UAE PASS, or with a mobile number and OTP.
- Open title deed verification and enter the certificate number and year, the property type and the owner's name. Or just scan the QR code.
- Match the owner, share, unit, plot and area against the copy you were given.
- Read the status. Valid is what you want. Mortgaged, blocked or invalid means you stop and ask why.

Adding a spouse, or replacing a lost deed
Adding a spouse or family member
Adding a name means transferring a share. The fee depends on how the transfer is made:
- Gift to a first-degree relative (spouse, child or parent): 0.125% of the share's value, AED 2,000 minimum, plus deed and map fees and a legalised marriage or birth certificate. Gifting half of an AED 1.5 million flat works out to AED 937.50, so the AED 2,000 minimum applies.
- Sale of the share: the full 4%, which is AED 30,000 on that same half share.
- Mortgaged unit: the bank's NOC comes first.

If the title deed is lost
An e-deed can simply be downloaded again. Replacing an old paper deed takes a police report, a newspaper notice on three consecutive days and a 30-working-day wait, according to a DLD-authorised trustee centre, with fees of about AED 390. Your ownership never lapses, because the register entry is what counts.
For Indian buyers
- Schedule FA. Resident taxpayers report the property in the foreign assets schedule of their return every year, let or empty. Leaving it out carries a Rs 10 lakh penalty per year under the Black Money Act. See tax on Dubai property for Indian buyers.
- The LRS trail. The purchase money leaves under the Liberalised Remittance Scheme, at USD 250,000 per person per financial year, with tax collected at source above Rs 10 lakh. The owners and shares on the deed should match whose remittances paid for it.
- Keep one file: the deed PDF, the Oqood certificate, bank remittance certificates and purpose codes. Indian tax and enforcement authorities have questioned residents over Dubai holdings they couldn't trace to a declared remittance.
