Floor Plan, Master Plan & Brochure
About Sera by Emaar Mina Rashid Dubai
Sera is Emaar's newest release at Rashid Yachts & Marina, launched in 2026 and sold in two phases — Sera 1 with 183 homes and Sera 2 with 203, two towers to each. One-bedrooms of 758 to 932 sq ft start at AED 2.1 million (about Rs 5.41 crore), two-bedrooms of 1,195 to 1,731 sq ft at AED 3.1 million, three-bedrooms of 1,662 to 1,865 sq ft at AED 4.3 million and three-bedroom townhouses of 2,554 to 2,583 sq ft at AED 7.2 million. The plan is 80/20 and handover is printed for Q4 2029.
Two things make Sera the odd one out here. It is the latest handover of Emaar's current releases in this district by a full year — the longest instalment run and the longest exposure. And it is the only one where the small unit is the expensive one per square foot: the one-bedroom works out at about AED 2,770 per sq ft while the two and three-bedrooms sit near AED 2,590. Buying by the foot, the bigger homes are the better deal here.

Sera is the dearest of Emaar's current releases here per square foot, which is what a 2026 launch costs in a district whose rate climbed from about AED 913 per sq ft in 2021 to around AED 2,520 by December 2025. At AED 2,770 per sq ft the one-bedroom carries a premium of roughly 10% over that average, for a handover a year later than the district's other releases.
The internal spread is the more useful fact. The two-bedroom at about AED 2,594 and the three-bedroom at about AED 2,587 per sq ft are priced below the one-bedroom, which is unusual — small units normally carry the higher rate in Dubai. The townhouses at about AED 2,819 per sq ft are the dearest in the scheme. Emaar's price list by floor settles this, because these rates use the smallest size in each range.
Payment plan and total cost
80/20: 80% through construction, 20% at handover. The sources do not break out the booking amount for Sera; across this district Emaar takes 10% on booking as the first slice of the 80%, so the table reads it that way and the booking percentage is the figure to confirm. Worked on the AED 2,100,000 entry apartment:
| Stage | Share | AED | Rupees (at 25.75) |
|---|---|---|---|
| Booking (Emaar's usual first slice) | 10% | 210,000 | About Rs 54.1 lakh |
| Construction instalments to Q4 2029 | 70% | 1,470,000 | About Rs 3.79 crore |
| At handover | 20% | 420,000 | About Rs 1.08 crore |
| DLD transfer fee | 4% | 84,000 | About Rs 21.6 lakh |
| Oqood and trustee fees | Fixed | AED 40 at Oqood plus trustee and admin charges | — |
| Total before service charges | About 2,184,000 | About Rs 5.62 crore |
The long runway is the plan's real feature. Spread evenly, the 70% construction slice is about AED 37,700 a month across the roughly 39 months to Q4 2029 — the gentlest monthly load of Emaar's releases here. It will not be even: Emaar ties instalments to milestones, so ask for the schedule in writing.
Service charges are the unpublished cost. No rate has been released for Rashid Yachts & Marina, and district projections run AED 20 to 30 per sq ft a year, among the highest in Dubai, because a buyer pays for a marina and a managed public realm as well as a building. On 758 sq ft that is AED 15,160 to 22,740 a year, first billed in 2030.
Location and connectivity
By the time Sera hands over, Emaar's rebuild of Port Rashid with P&O Marinas should be near done: about 6.8 million sq ft in six mixed-use districts, a 430-berth marina taking yachts up to 100 m, 4 km of promenade, the 12,600 sq m Mina Beach, a 500 m canal pool and the QE2 moored as a floating hotel.
Guides put DIFC at about 8 minutes, Downtown at 12 and Dubai International Airport at 15 — closer in than Dubai Marina or Emaar Beachfront. Al Ghubaiba on the Green Line is the nearest metro today, and the Gold Line approved in April 2026, 42 km and 18 stations from Al Ghubaiba, lists Mina Rashid on its route. A Q4 2029 handover is the one release here with a real chance of arriving into a finished district, and of catching that line closer to opening.
Sera sits among water gardens with a marina promenade, inside the landscaped core of the master plan rather than on its edge. Against the earlier releases here: Seagate, the 2022 launch from AED 1,110,888 at about AED 1,571 per sq ft, and Pier Point, 243 homes from AED 1.93 million handing over in Q4 2028. Everything we track in the emirate is on all Dubai projects, and the wider list is on the projects page.
Amenities and specifications
Quoted for the scheme: landscaped water gardens, resort-style pools and a share of the marina promenade, with the beach, canal pool and retail alongside. Two towers to each phase over a shared podium.
Not published: the amenity list building by building, the fit-out specification, the floor count of the four towers, parking allocation, the service-charge budget or the escrow bank. Confirm on the contract whether the unit is in Sera 1 or Sera 2. Final specification as per the sale and purchase agreement.
About the developer
Emaar Properties, building here through Mina Rashid Properties, is Dubai's largest developer and the name behind Burj Khalifa, Dubai Mall, Downtown Dubai, Dubai Marina and Emaar Beachfront. Published counts put it at more than 120,000 homes delivered worldwide since 1997, about 66,000 in Dubai as of September 2023 and more than 180 completed buildings in the city.
One analysis puts about 80% of Emaar projects within six months of the stated handover date, against a market average nearer 55% to 60%, and its reported revenue backlog of AED 163.4 billion at 31 March 2026 is why its buildings finish. On a purchase completing in late 2029, three years of construction risk is what that balance sheet is being asked to cover — and in the same district Seagate's date has already moved from September 2022 to Q3 2025 and beyond.
For Indian buyers
Ownership. Mina Rashid is freehold and open to every nationality, resident or not, with the title deed issued by the Dubai Land Department in your own name. The UAE charges no annual property tax and a residential sale does not attract VAT, so the government cost is the 4% DLD transfer fee — AED 84,000 — plus the AED 40 Oqood fee.
Golden Visa and remittance. At AED 2,100,000 the smallest apartment clears the AED 2 million threshold by AED 100,000; confirm with the Land Department how the threshold is assessed off-plan and at what payment stage you can apply. The Liberalised Remittance Scheme allows USD 250,000 per person per financial year, and AED 2,100,000 is about USD 572,000 — three allowances for one person or two for a couple, which a 39-month plan handles more easily than any shorter one here.
Yield and exit. Nothing here rents until 2030, so treat every yield figure as a forecast. District estimates run 4% to 5% gross at first handover on the cautious view against 6.5% to 8% once the marina is fully operational; by 2030 the marina, promenade and retail should be running, which is the argument for the later handover earning the higher number. Subtract AED 15,160 to 22,740 of service charge first. On exit, 386 homes across two phases is a moderate count here, and a 2029 completion means selling into a market that has absorbed the 2028 wave. Rent and capital gains are taxable in India for an Indian tax resident.
Pros
- The AED 2,100,000 entry apartment clears the AED 2 million Golden Visa threshold by AED 100,000
- The two and three-bedrooms at about AED 2,590 per sq ft are cheaper per foot than the one-bedroom
- About AED 37,700 a month across roughly 39 months is the gentlest construction load here
- A Q4 2029 handover should arrive into a largely finished district
- Sizes published by bedroom count, unlike most releases here
- Emaar, with a reported 80% of projects handed over within six months of the stated date and an AED 163.4 billion backlog at 31 March 2026
Cons
- About AED 2,770 per sq ft on the one-bedroom is roughly 10% above the district's AED 2,520 December 2025 average
- Q4 2029 is the latest handover here — about three years of construction and price risk
- The booking percentage is not published; the 10% in our table is Emaar's usual first slice here, not a confirmed figure
- Sera 1 and Sera 2 are sold separately and some pages price only one, so the entry figure may not apply to the phase you are shown
- No service charge published; AED 20 to 30 per sq ft means AED 15,160 to 22,740 a year on a 758 sq ft apartment, first billed in 2030
- No source prints the DLD project number, the escrow bank or the towers' floor counts
Who this is for
- Buyers who want a Golden Visa from a one-bedroom and can wait until 2029
- Anyone buying by the square foot — the two and three-bedrooms are the value, not the entry unit
- Indian buyers who prefer a 39-month instalment run to a compressed one
- Investors who want to take keys after the district's 2028 wave rather than into it
Who should look elsewhere
- Anyone who needs the keys before 2030
- Buyers who want the district's lowest rate per sq ft; this is its highest
- Yield-first investors: nothing here rents until 2030, so every yield figure is a forecast
- Anyone who will not get the phase, booking percentage and milestone schedule in writing first
Our verdict
Sera is the price of buying this district late. About AED 2,770 per sq ft on the one-bedroom is roughly 10% above what Rashid Yachts & Marina averaged in December 2025 and the highest rate Emaar is asking here, and the keys are three years away. What that buys is real: the entry apartment clears the AED 2 million Golden Visa threshold, the 39-month instalment run is the gentlest in the district at about AED 37,700 a month, and a Q4 2029 completion should arrive into a neighbourhood with its marina and retail already working rather than into a building site. The most useful line here is the internal spread: the two-bedroom at about AED 2,594 per sq ft and the three-bedroom at AED 2,587 are cheaper per foot than the one-bedroom, so a buyer with the budget gets more by going up a size.

FAQs
What is the price of Sera?
One-bedrooms of 758 to 932 sq ft start at AED 2.1 million — about Rs 5.41 crore or USD 572,000 — roughly AED 2,770 per sq ft. Two-bedrooms of 1,195 to 1,731 sq ft start at AED 3.1 million, three-bedrooms of 1,662 to 1,865 sq ft at AED 4.3 million and the townhouses of 2,554 to 2,583 sq ft at AED 7.2 million.
What is the payment plan?
An 80/20: 80% through construction and 20% at handover. The booking percentage is not published; across this district Emaar takes 10% first. On that reading AED 2,100,000 means AED 210,000 at booking, about AED 1,470,000 through construction to Q4 2029 and AED 420,000 at the keys, plus AED 84,000 of DLD fee — about AED 2.18 million all in.
When is the handover?
Q4 2029, the latest of Emaar's releases here by about a year — roughly 39 months away, so the instalment load is the lightest and the exposure the longest. Get the completion date into the sale and purchase agreement and track progress on the Dubai REST app.
How many homes are in Sera, and what is the difference between Sera 1 and Sera 2?
Two phases: Sera 1 with 183 homes and Sera 2 with 203, two towers to each — 386 in all. They are sold separately and some pages quote prices for only one, so confirm on the contract which phase your unit sits in before taking the entry price as read.
Does it qualify for a Golden Visa?
Yes, at the entry price. The threshold is AED 2 million of property and the smallest apartment is quoted at AED 2.1 million — AED 100,000 of headroom. Confirm with the Dubai Land Department how the threshold is assessed off-plan and at what stage of payment you can apply, because those rules have changed before.
Why are the bigger apartments cheaper per square foot?
On the published numbers they are: about AED 2,770 per sq ft on the one-bedroom against AED 2,594 on the two-bedroom and AED 2,587 on the three-bedroom, all at the smallest size in each range. Small units usually carry the higher rate in Dubai because they let more easily, but the gap here is wide enough to matter — ask for the price list by floor.
What are the service charges and the rental yield?
No service-charge rate has been published for Rashid Yachts & Marina; district projections run AED 20 to 30 per sq ft a year, or AED 15,160 to 22,740 on a 758 sq ft apartment, first billed in 2030. Yield estimates range from 4% to 5% gross at first handover to 6.5% to 8% once the marina is operational — by 2030 it should be.

Handover Timeline
The date on record is Q4 2029, about 39 months away and a full year later than Emaar's other current releases in this district. Sera launched in 2026 and no source reports a construction start or a progress percentage, which is normal for a new launch. Ask for the completion date written into the sale and purchase agreement, confirm whether the unit is in Sera 1 or Sera 2, and track the progress figure on the Dubai REST app once the build begins.
Investment Analysis
Why people look at Sera by Emaar Mina Rashid Dubai for investment is simple — it is in Rashid Yachts & Marina, Mina Rashid, and this part of Mina Rashid has seen steady demand from both end-users and investors. Good road links, nearby offices and schools usually keep rentals healthy and resale active. Since it is still under construction, entry prices are lower than ready stock, which is what early buyers count on. That said, treat any price or return figure as a guide and confirm the current cost sheet with us before you decide.
Price Analysis
The starting price of about AED 2.1 M (about Rs 5.41 Cr) is in line with what Rashid Yachts & Marina, Mina Rashid asks today for this kind of project. What you actually pay shifts with the floor, view, facing and unit size, plus any offer running at the time.
Treat the listed figure as a starting point, not the last word. Ask us for a unit-wise cost sheet so you see the real, all-in number before you decide.
Payment Plan Explained
Dubai off-plan is sold on a split written as two numbers. A 10/90 or 20/80 plan takes that much on booking and the rest at handover, which suits a buyer arranging a mortgage at completion; a 60/40 is the common structure, with 10% to 20% on booking, 40% to 50% across construction milestones and 40% at handover; a 70/30 puts more in the middle and leaves a smaller final cheque. A post-handover plan spreads the balance over one to three years after you have the keys, so rent can help pay it. Two questions settle whether a plan is as good as it looks: is the construction portion tied to milestones or to dates - milestones are better, because they stall if the building stalls - and what does the sale and purchase agreement say happens if you miss an instalment. Your money sits in a DLD-approved escrow account and is released against construction.
Which one suits you depends on whether you are buying to live in or to invest, and on your loan. We can lay out the exact plans on offer and what each costs you.
Hidden Charges to Budget For
Beyond the base price, budget 6% to 7% of the price in fees. The Dubai Land Department takes 4% on every transfer; registration at a trustee office is AED 4,200, or AED 2,100 under AED 500,000; the title deed is AED 580, or AED 40 to register an off-plan contract on Oqood; and a resale usually carries an agency fee of about 2% plus 5% VAT, where a purchase direct from the developer normally carries none. There is no GST and no stamp duty, and the sale of a home does not attract VAT. A mortgage adds about 0.25% of the loan plus AED 290 to register, an arrangement fee and a valuation. After handover the running cost is the service charge - roughly AED 10 to 32 per sq ft a year for apartments and AED 14 to 40 for villas - with no annual property tax on top.
None of this is truly hidden once you see a full cost sheet, but it adds up. Ask us for the complete break-up so the final figure is clear from day one.

Maintenance is billed per square foot every month and depends on the amenities and upkeep level — bigger clubs and more facilities usually mean a slightly higher rate.
We will share the current maintenance rate for this project, along with the one-time maintenance deposit, when you reach out.
Rental Yield
Residential rental yields in Rashid Yachts & Marina, Mina Rashid are high by world standards: Dubai's citywide gross sits at about 6% to 8%, with the mid-market communities - JVC, Arjan, Dubai Silicon Oasis and Dubailand - running 8% to 9.5% and the premium addresses, Downtown and Palm Jumeirah, 4% to 6%. Net is 1.5 to 2.5 points below gross once the annual service charge and about 6% management are paid, so a 9% headline in a mid-market tower settles near 6%, and a 5% in Downtown nearer 3.5%. Ask for the building's own service charge per sq ft before you trust any yield quoted to you.
If rental income is your main aim, tell us your budget and we will point you to the configurations that rent out fastest here.
Resale Potential
Resale demand in Rashid Yachts & Marina, Mina Rashid is generally active because the corridor stays in demand with both end-users and investors. A known builder and a good location usually make a unit easier to sell later.
Resale value still comes down to the exact unit, floor and the market at the time, so buy at a sensible price and the resale side tends to look after itself.
Handover Risks
Since it is still being built, the handover date can move. What protects you here is different: an off-plan project must be registered with the Dubai Land Department and take every instalment into a project escrow account, and you can check the construction percentage yourself on the Dubai REST app before you pay.
Before booking, check the handover date written into the SPA and what the contract says if it slips. We will also share the developer's delivery record so you go in with eyes open.
Bank Loan Availability
A UAE bank will usually lend a non-resident about 50 to 65 percent of the value, with the balance paid up front, and a completed building is easier to fund than an off-plan one. An Indian buyer can remit up to USD 250,000 per person per financial year under the Liberalised Remittance Scheme.
We can connect you with loan partners, help with eligibility and paperwork, and line up a competitive interest rate.
Construction Updates
The project is currently new launch. The build stage and finishing change month to month.
For the latest construction progress — the percentage on the DLD record, finishing or handover readiness — call or WhatsApp us and we will share the most recent update.

Locality Review
Rashid Yachts & Marina, Mina Rashid is a settled Dubai address. Day-to-day life is easy here - schools, clinics, supermarkets and a mall or retail strip are inside or beside the community, and the road grid connects to Downtown, DIFC, Dubai Marina and both airports. Freehold ownership, no annual property tax and a large tenant pool are what hold demand. It suits a buyer who wants an established community rather than a plot in a district still being built.

About Emaar Properties (through Mina Rashid Properties)
Emaar Properties, developing here through Mina Rashid Properties, is Dubai's largest developer and the builder of Burj Khalifa, Dubai Mall, Downtown Dubai, Dubai Marina, Dubai Hills Estate and Emaar Beachfront. Published counts put it at more than 120,000 homes delivered worldwide since 1997, about 66,000 of them in Dubai as of September 2023 and more than 180 completed buildings in the city. One analysis puts about 80% of Emaar projects within six months of the stated handover date, against a market average nearer 55% to 60%, and its reported revenue backlog of AED 163.4 billion as of 31 March 2026 is why its buildings finish. On a purchase completing in late 2029, three years of construction risk is what that balance sheet is being asked to cover — and in the same district Seagate's handover date has already moved from September 2022 to Q3 2025 and beyond.

💬 Our View
Sera is the price of buying this district late. About AED 2,770 per sq ft on the one-bedroom is roughly 10% above what Rashid Yachts & Marina averaged in December 2025 and the highest rate Emaar is asking here, and the keys are three years away. What that buys is real: the AED 2.1 million entry clears the AED 2 million Golden Visa threshold by AED 100,000, the 39-month instalment run works out at about AED 37,700 a month and is the gentlest in the district, and a Q4 2029 completion should arrive into a neighbourhood whose marina, promenade and retail are already working rather than into a building site. The most useful figure on the page is the internal spread: the two-bedroom at about AED 2,594 per sq ft and the three-bedroom at about AED 2,587 are cheaper per foot than the one-bedroom, which is the reverse of the usual Dubai pattern, so a buyer with the budget gets more by going up a size rather than down. Two gaps to close before booking: the booking percentage, which no source publishes for Sera, and which of the two phases the unit sits in.
We track Mina Rashid closely, and Sera by Emaar Mina Rashid Dubai is one of the homes buyers ask about often. Our honest take: weigh the developer, the exact unit, and the price you get against nearby options before you commit. Final Verdict
A reasonable buy for an overseas end user or a long-horizon investor who wants a Golden Visa from a one-bedroom, can wait until 2029 and prefers a light monthly load to a compressed one. Buy the two or three-bedroom if you are judging by the square foot, because they are priced below the entry unit per foot. Not for anyone who needs the keys sooner, wants the district's cheapest rate, or is buying for rent, since nothing here lets until 2030.
