Bhubaneswar Real Estate Market: Patia, Khandagiri and the IT Belt, Rate by Rate
Bhubaneswar flats are listed at roughly Rs 5,800 to Rs 10,000 per sq ft across the main residential belts, from Tamando in the south-west to Chandrasekharpur in the north. Patia, the IT belt, asks Rs 6,600 to Rs 7,800 depending on the portal. Flats now carry a uniform 5% stamp duty plus 2% registration, and in 2025 very few flats got registered at all.

99acres shows Patia up 4.1% over one year and about 70% over five, so most of the rise came earlier. Square Yards puts the whole Bhubaneswar North zone at about Rs 6,150, down 3.84%. One portal up 4% and another down 4% describes a flat market with a few premium launches pulling the averages about.
Flats against plots
Plotted land still trades heavily. 99acres lists Khandagiri land at Rs 900-4,000 per sq ft, a spread that says the exact road decides everything. Our plots versus apartments comparison sets out the trade-offs.
The flat registration freeze, and what fixed it
Odisha's Revenue Minister, Suresh Pujari, told the Assembly that buyers registered 1,732 flats in 2023, 4,712 in 2024 and just 593 in 2025. Demand did not collapse. The state tightened document scrutiny, and sub-registrars refused flats whose paperwork under the Odisha Apartment (Ownership and Management) Act, 2023 was incomplete. Many buyers paid in full and could not get a deed.
Three changes followed in 2026:
- A single 5% stamp duty on flats. The Cabinet approved it in April, an ordinance followed, and the Assembly has since passed the Indian Stamp (Odisha Amendment) Bill, 2026 to replace the ordinance. The duty covers the flat and its undivided share of common areas.
- Rs 50,000 on the common-area deed. When the builder conveys common areas and facilities to the association of allottees, the association now pays a flat Rs 50,000 stamp duty. Reports say that deed previously attracted 5%, which is why so many were never executed.
- A registration SOP. Flats now fall into three groups: pre-RERA resale, first sale of unsold pre-RERA flats, and post-RERA flats. A post-RERA flat is registered only once ORERA registration where applicable, the occupancy certificate, a registered allottees' association, a Section 9 declaration and the common-area transfer are all in place.
Ask the builder in writing which SOP category your flat falls in and whether every listed document already exists.
What registration costs
Duty is charged on the higher of your deed price and the benchmark valuation, which IGR Odisha sets by village and land class (kisam) and publishes on its website. Our explainer on circle rate versus market rate covers why the two differ.
For land and houses, Odisha charges 5% stamp duty for men and 4% for women, with a 2% registration fee. The 2026 amendment sets 5% for apartment units; the reports we read do not say whether the women's concession still applies to a flat, so confirm it with the sub-registrar before you budget for it. On a flat this size the new rate changes nothing: 5% already applied above Rs 15 lakh. Only the cheapest flats pay more. What the reform changes for a Patia buyer is that the deed can be registered at all.
Checking a project before you pay
- ORERA. Search the project on rera.odisha.gov.in and read the registration, the promised completion date and the quarterly progress reports. - Who approved the plan. Approval powers passed to the Bhubaneswar Municipal Corporation in 2015, yet the BDA kept sanctioning projects (2,858 from 2015 to 2023, by one report). Check which body approved your tower.

- The land. Check the record of rights on Bhulekh Odisha and read any development agreement with the landowner; see checking land records online.

A brochure that prices in a metro station is selling a plan already reset once. The ring road is the one big project with contractors and land (about 96% acquired at bidding) in place.
Rent and yield
99acres puts the average 2BHK rent in Patia at about Rs 20,250 a month, with a range of Rs 18,000-28,750. Khandagiri 2BHKs list at Rs 20,000-21,000, and Chandrasekharpur 3BHKs at about Rs 30,500.
- Patia: a 1,100 sq ft 2BHK at Rs 7,000 per sq ft costs Rs 77 lakh. At Rs 20,000 a month (Rs 2.4 lakh a year) the gross yield is about 3.1%. Add the 7% registration bill (Rs 5.39 lakh) and it falls to about 2.9%.
- Khandagiri: 1,100 sq ft at Rs 6,800 is Rs 74.8 lakh. At Rs 20,500 a month (Rs 2.46 lakh), about 3.3%.
- Chandrasekharpur: a 1,600 sq ft 3BHK at Rs 9,500 is Rs 1.52 crore. At Rs 30,540 a month (about Rs 3.66 lakh), about 2.4%.

Who should buy here, and who shouldn't
Bhubaneswar suits a family buying a home to live in, an IT professional in Patia or Infocity who wants to stop renting, and a patient buyer who picks a ready flat with its OC and association in place. It suits badly anyone buying an under-construction flat from a builder whose earlier projects never got an OC, anyone paying extra for the metro, and anyone who needs to resell within three years. Against Kolkata, the deeper eastern market, Bhubaneswar offers less liquidity and more paperwork risk, but rules that have just been fixed.

Is the Bhubaneswar metro going to be built?
Not on the original plan. DMRC terminated the civil contracts on 25 July 2025 after work had stalled for months, and the state says the project will return under a revised DPR, possibly in a new form linking Cuttack and Puri. No new contracts or dates were confirmed in what we read, so no flat price should include it.
Which Bhubaneswar locality gives the best rental yield?
On our arithmetic, the mid-budget south-west does slightly better: a Khandagiri 2BHK works out at about 3.3% gross and a Patia 2BHK at about 3.1%, against about 2.4% for a Chandrasekharpur 3BHK. After the 7% registration bill, Patia falls to about 2.9%. Vacancy and maintenance cut these further.
