Stamp Duty in Rajasthan: Rates, DLC and Fees

Stamp duty in Rajasthan is 6% of the property's value for a man or a joint buyer and 5% for a woman buying alone. Two surcharges are then charged on the duty, together 33% of it since February 2026, and the registration fee is 1%. That puts a man's all-in cost near 8.98% of value and a woman's near 7.65%, on the higher of price and DLC rate.

The rate card: duty plus two surcharges

The Rajasthan Stamp Act, 1998 sets the duty. Section 3-B allows a surcharge of up to 20% of the duty, collected for the conservation of cattle and, since a later amendment, for disaster relief; buyers and brokers call it the labour or cow cess. Section 3-A allows a surcharge for basic infrastructure, which stood at 10% until the Rajasthan government raised it to 13% on 11 February 2026. The last row comes from bank and portal guides, which also report a similar effective 4% for buyers with a certified disability of 40% to 80%; we could not find the notification itself, so ask the sub-registrar before relying on it. One guide notes that the proviso to section 3-A keeps some smaller instruments at the old 10%, so the combined surcharge may be 30% rather than 33% on low-value documents.

The registration fee and its cap

The fee is 1% of value for everyone. Its ceiling has moved: a CAG audit of the department records a Rs 50,000 cap from 9 April 2010, its removal on 9 March 2015, and a later cap of Rs 3 lakh. Current bank guides quote a flat 1% without a ceiling. The e-Panjiyan valuation screen shows the figure that will actually be charged on your deed.

DLC rates: the value floor

The District Level Committee rate is Rajasthan's minimum value for each area and property type, and duty is charged on it if your price is lower. How DLC rates are set and looked up is covered in what is DLC rate, so here is only what moved recently. Reports describe a statewide increase of about 10% from 1 April 2026, after a similar rise in 2025, and Jaipur's district committee then proposed area-wise increases reported at between 5% and 49%. Pull the rate for your plot or flat on the day you value the deed; the Jaipur market study has the prices buyers are actually paying.

A Jaipur flat, costed three ways

Take a Rs 60 lakh flat in Jaipur whose DLC value is also Rs 60 lakh.

  • Man, or husband and wife together: duty at 6% is Rs 3,60,000. The 20% surcharge is Rs 72,000 and the 13% surcharge Rs 46,800. Registration at 1% is Rs 60,000. Total Rs 5,38,800.
  • Wife alone: duty at 5% is Rs 3,00,000, surcharges Rs 60,000 and Rs 39,000, registration Rs 60,000. Total Rs 4,59,000, which is Rs 79,800 less.
  • The same deal before 11 February 2026: with a 10% infrastructure surcharge, the man's bill was Rs 5,28,000. The change added Rs 10,800.

The Rs 79,800 gap is why so many Rajasthan deeds are drawn in a wife's or mother's name. It is a legitimate saving, but the property then belongs to her, and moving it back into a man's name later costs duty again.

Gifts and family transfers

Rajasthan gives some of the lowest family-transfer rates in the country, with the concession depending on who receives.

  • Nil duty, as reported: gifts to a wife, daughter, daughter-in-law, grandchildren, a widow, parents over 60, or a son where the giving parent is over 70.
  • 2.5% duty: gifts to a son, a brother or sister, a husband, or parents up to 60.
  • Everyone else: a gift to a nephew, a friend or a cousin is charged like a sale.

The surcharges apply on whatever duty is due, and the registration fee is charged in every case. A father gifting a Rs 50 lakh house to his son pays 2.5%, or Rs 1,25,000, plus Rs 41,250 in surcharges at 33%, and the fee. Gifting it to his daughter costs only the fee. One portal prints the son's rate as 6% duty with a 2.5% fee, which does not match the other guides; the valuation screen will settle it. e-Panjiyan and e-GRAS, step by step

  1. On epanjiyan.rajasthan.gov.in, open Property Valuation and choose Fresh Valuation. Pick urban or rural, select Sale deed, then the district, tehsil and sub-registrar office.
  2. Enter the colony, zone, khasra or plot number, area and address. The portal applies the DLC rate and shows duty, surcharges and fee.
  3. Generate the citizen reference number (CRN), then the e-GRAS challan, and pay by net banking, debit or credit card.
  4. Book an appointment through the same portal, choosing the office, date and time, with an OTP to your mobile.
  5. Attend with the seller, two witnesses, ID, PAN and the papers in our registration document list. For agricultural land, carry the latest jamabandi; Apna Khata Rajasthan shows how to download it.

After registration, e-Panjiyan also offers certified copies and e-stamp verification, which is worth using on any old stamp paper a seller hands you.

Costly mistakes in Rajasthan deals

  • Budgeting on 6% alone. On a Rs 1 crore house the surcharges add Rs 1.98 lakh.
  • A joint deed by habit. Adding a male co-owner removes the 1% women's rate and a third of it again in surcharges.
  • Old calculators. Many still show a 20% cess only, or a 30% total. Since February 2026 the usual figure is 33%.
  • Below-DLC deals. An agreement at less than the DLC value does not lower the duty, and a cash component leaves you with a weaker record.
  • Plots outside approved schemes. A low DLC in a peripheral area, as in parts of Bhiwadi, often reflects missing approvals; see our Bhiwadi property rates before assuming a bargain.

Do women pay lower stamp duty in Rajasthan?

Yes, if the woman is the only buyer. Her duty is 5% instead of 6%, and because the surcharges are a percentage of the duty, her all-in cost falls to about 7.65% including the fee. A joint deed with a husband or son is charged at the male rate, so the saving disappears the moment a man's name is added.

Why did Rajasthan stamp duty go up in 2026?

With the 20% surcharge under section 3-B, most sale deeds now carry 33% of the duty on top. On a Rs 50 lakh sale by a man, that is Rs 9,000 more than before.

How do I pay stamp duty online in Rajasthan?

Value the property on e-Panjiyan, which computes duty, surcharges and fee from the DLC rate, generate a citizen reference number, and pay through an e-GRAS challan by net banking or card. Then book your slot on the same portal. You still attend the sub-registrar's office in person with the seller and two witnesses.
