Meebhoomi (meebhoomi.ap.gov.in) is Andhra Pradesh's free land records portal. It shows the adangal, the village account of each survey number, and the 1B, the Record of Rights for each owner's account. You can search by survey number, account number, Aadhaar or name. For a bank or court, get a certified copy through MeeSeva, which costs about Rs 40 per document by current guides.

Adangal and 1B: which one answers which question

Andhra Pradesh isn't covered in our national land records guide, so start with its two core records. They look alike on screen, but they answer different questions.

The adangal is kept by the village revenue officer and changes every season with the crop and cultivator columns. The 1B changes only when ownership does. A mismatch between them, such as a cultivator on the adangal who is not the 1B pattadar, is the first thing to ask a seller about.

Searching Meebhoomi, screen by screen

Adangal and 1B

From the home page choose Adangal or 1B, then pick how to search: survey number, account number, Aadhaar number or pattadar name. Select district, mandal (zone) and village, enter the number and the captcha. A survey-number search on the adangal is the best first step, because the deed you are buying under describes land by survey number, or by LP number in resurveyed villages.

Aadhaar and name searches help you find everything a seller holds in that village. Names are in Telugu, and a surname order can differ between records, so confirm any hit by its survey number.

Maps and the passbook

The FMB or LP sketch and the village map come from the same portal's map options: choose district, mandal and village, then survey number or the whole village. The sketch gives dimensions you can check with a tape. The e-Passbook screen shows the digital passbook. Compare it with the paper passbook the seller shows you; the new QR-coded passbooks were introduced precisely to catch tampering.

Linking Aadhaar

The Aadhaar linking option asks for your Aadhaar or account number and the district, mandal and village. New passbooks under the resurvey are printed only after e-KYC, so an unlinked account will hold up yours.

The resurvey and what it did to the records

The state has 16,816 villages. The previous government's resurvey covered 6,860 of them, but the present government says nearly 19.93 lakh passbooks issued then carried errors. Revenue sadassulu were then held in almost every village; one official count put petitions at about 2.8 lakh, with nearly 90% reported resolved. Separately, 1.8 lakh complaints were registered from villages where the survey was finished.

The redone survey now runs to a 2027 finish. Official figures moved quickly during 2026: over 6,500 villages and 26.4 lakh passbooks early in the year, then 8,234 villages and 36 lakh passbooks by mid-September. The latest targets are 56 lakh passbooks in 8,582 villages by March 2027, and 68.64 lakh passbooks across 9,365 villages overall. The new passbooks carry the state emblem, a QR code and blockchain-backed data, and are handed out at gram sabhas after the owner approves the land details.

For a buyer, the resurvey means two sets of numbers. In a resurveyed village the old survey number is replaced by an LP number, and the extent can change. Your deed, the 1B, the adangal and the LP sketch must all describe the same parcel.

A worked example: the plot that shrank in the resurvey

A seller near Vijayawada offers a 10-cent plot at an illustrative Rs 3,000 per sq ft, and shows an old 1B. The village has been resurveyed, and the LP sketch now records the parcel as 8 cents.

  • Old extent: 10 cents × 435.6 sq ft = 4,356 sq ft, priced at Rs 1,30,68,000.
  • Resurveyed extent: 8 cents × 435.6 = 3,484.8 sq ft, worth Rs 1,04,54,400 at the same rate.
  • The gap: 871.2 sq ft, or Rs 26,13,600.
  • Certified adangal and 1B from MeeSeva to lock in today's position: 2 × Rs 40 = Rs 80.

Either the seller files a resurvey grievance and gets the LP extent corrected before sale, or you pay for 8 cents. Around Nellore, where plots are also quoted in ankanams of 72 sq ft, the same 10 cents is 60.5 ankanams. Our cent to square feet guide has the full table.

Mutation and correcting an entry

When a sale deed is registered, the sub-registrar's data goes to the tahsildar's desk on Webland. Guides say the 1B is updated provisionally within 7 to 15 working days, and the tahsildar confirms the mutation within 30 working days. No separate application is needed for a registered sale. Inheritance, partition without a deed, or a court decree needs an application through MeeSeva, with the death certificate or decree and a family certificate.

Under the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, an appeal against the recording authority's order amending the record, or refusing to, lies within 60 days of the order. An appeal against a tahsildar's order under section 5-A goes to the Revenue Divisional Officer within 30 days. Title deed and passbook entries can also be corrected on application to the mandal revenue officer. Keep the registered deed, old adangals and the earlier passbook: they are your evidence. Prohibited lands and other traps

  • Section 22A. The Registration Act, as amended in AP, bars registration of assigned land, endowment land, ceiling surplus land and land where the government has an interest. A review committee formed in August 2025 was followed by a January 2026 order deleting several categories, including defence personnel's and freedom fighters' lands and genuine pre-18 June 1954 assignments. Check the list on the day you sign.
  • Freehold assigned land. About 13.6 lakh acres declared freehold by the previous government is caught in a registration freeze. The revenue minister has promised a fix, but until it comes, a "freehold" label is not enough to buy on.
  • Titling Act. The Andhra Pradesh Land Titling Act, 2022 was repealed by an Act assented to on 31 July 2024. Ignore any advice built on it.
  • Amaravati pooled land. A returnable plot is allotted by APCRDA, not recorded like farmland. Verify it on CRDA's own Know Your Plot service, then check the EC.
  • Encumbrances. Meebhoomi does not show mortgages registered at the sub-registrar. Search the EC on registration.ap.gov.in, which has records from 1983.

What is the difference between adangal and 1B in AP?

The adangal is the village account for each survey number: extent, land class, water source, crop and the person cultivating it. The 1B is the Record of Rights for an owner's account, listing every survey number and extent held. Read both. A cultivator on the adangal who isn't the pattadar on the 1B needs an explanation before you pay.

Is there a Dharani or Bhoomi portal for Andhra Pradesh?

No. Dharani was Telangana's portal and has been replaced there by Bhu Bharati; Bhoomi is Karnataka's. Andhra Pradesh uses Meebhoomi for adangal, 1B, maps and passbooks, Webland in the background for mutation, and registration.ap.gov.in for encumbrance searches. Certified copies come through MeeSeva.

How do I link Aadhaar to my land in Meebhoomi?

Open the Aadhaar linking option, enter your Aadhaar or account number and choose district, mandal and village, then follow the verification steps. If it fails, ask the village revenue officer, who keeps the adangal. New resurvey passbooks are issued after e-KYC, so link early to avoid being left out of the gram sabha distribution.

My land extent changed after the resurvey. What can I do?

File a grievance at a revenue sadassu or the tahsildar's office, with your registered deed, old adangal and passbook. The state says errors from the earlier resurvey are being corrected before new passbooks are printed. If you get an order you disagree with, the 1971 Act allows an appeal within 60 days of the order.

Is a downloaded Meebhoomi 1B valid for a bank loan?

Usually not. The free download is for reference. Banks ask for a certified 1B and adangal from MeeSeva, which is digitally signed and costs about Rs 40 per document by current guides; older sources quote Rs 35. Order them close to the loan date so the extract is recent.
