Buying Land in Dubai: Where Foreigners Can, and What Plot Plus Build Costs

Dubai sold 7,134 land parcels in the first half of 2026, in a market that turned over AED 286 billion. Most went to developers, but a growing share to private buyers, many of them foreign, who wanted a villa built to their own drawings.

That is legal, and in the right community a good idea. But plot plus build is nothing like buying a finished villa.

Can a foreigner own land in Dubai?

Yes. Law 7 of 2006 lets non-UAE, non-GCC nationals hold freehold title in areas designated by the Ruler, and Regulation 3 of 2006 listed them; the original 23 have been extended many times. A plot inside one is registered at the Dubai Land Department in your name with a full title deed, like an apartment — see our guide to who can buy in Dubai. Outside them, in Jumeirah or Umm Suqeim, a non-GCC buyer gets at best a 99-year lease, no use for a self-build.

Where plots are actually sold to foreigners

Master developers release serviced plots in phases, which then trade on the secondary market. The bands below are mid-2026 asking prices, an order of magnitude rather than a valuation.

Dubai South's Residential District, Al Furjan and Dubai Islands carry plots, but every rate we could source was blended or too old to print; ask for the street's last three DLD transactions first. Golf frontage in Dubai Hills Estate and Jumeirah Golf Estates tops the market: Lamborghini Mansions starts at AED 27 million, Jasmine Lane lower.

Read the affection plan before the Form F

The affection plan, the site plan for every parcel, sets boundaries, permitted use, height in floors (G+1 for most villa plots), setbacks, site coverage and the gross floor area you may build. GFA divided by plot area is the plot ratio: a 10,000 sq ft plot at 0.6 gives a 6,000 sq ft villa. A low GFA, a utility easement or a rear boundary on a main road is why one plot is cheaper than the next.

From plot to permit

  1. Buy the plot like any ready property: Form F, 10% deposit, transfer at a registration trustee, 4% DLD fee, about AED 4,200 in trustee fees, AED 580 for the deed (cost guide).
  2. Appoint a consultant. A Dubai-licensed architect and engineer design to the developer's guidelines; fees run 2-8% of construction cost, MEP and PM on top.
  3. Master developer NOC. Emaar, Nakheel, Meraas, Meydan and JGE each check the design against their guidelines; nothing moves without that letter.
  4. Building permit. Dubai Municipality issues it for most mainland plots, Trakhees for Nakheel and free-zone areas, Dubai South's planning department inside DWC; drawings rarely transfer between authorities. Fees run about AED 50 per sq m of BUA.
  5. Appoint a contractor on a fixed price with a bill of quantities, retention and a defects period.
  6. Build, inspect, connect. Groundworks, structure, finishes, then inspections, DEWA and the completion certificate that turns the DLD record from plot to villa.

A well-run project takes 16-24 months; plan on 18-30, as NOC queues, material lead times and change orders stretch it.

A worked example: Jebel Ali Hills plot against a finished villa

Take a 10,000 sq ft G+1 plot in Jebel Ali Hills at AED 350 per sq ft and a 5,000 sq ft mid-range villa at AED 600 per sq ft of BUA.

  • Plot: 10,000 x 350 = AED 3,500,000
  • DLD 4%, trustee, deed and 2% agency plus VAT: about AED 218,500
  • Construction: 5,000 x 600 = AED 3,000,000
  • Design, engineering and project management at about 10%: AED 300,000
  • Permit, about AED 50 per sq m on 465 sq m: AED 23,250
  • Contingency, 10% of construction: AED 300,000
  • Total: about AED 7.34 million, or AED 1,470 per sq ft of villa.

Completed villas in Al Furjan sold at a median AED 1,306 per sq ft in the year to September 2026, and villas in Dubai South average about AED 1,370. A finished 5,000 sq ft villa nearby is therefore AED 6.5-6.9 million, lettable next month, and two years without rent at a 4% yield costs the self-builder another AED 520,000. Build to standard specification at AED 450 per sq ft and the totals roughly meet; mid-range, you pay a 7-12% premium for a bigger plot and your own floor plan.

The build-to-sell margin on a one-off villa is close to nothing, which is why builders take plots in bulk at release prices. Golf and waterfront land is the exception, where finished homes fetch a rate plot plus build cannot approach. Building to rent is more forgiving — villa service charges are AED 2-6 per sq ft against AED 10-18 on an apartment — but two years before the first Ejari is the entry price; compare a finished purchase in our villa and townhouse guide.

Holding the bare plot is not free: the registered owner owes community charges whether or not anything stands on it, levied on plot or built-up area by the developer's registered method, so ask for the Mollak statement. There is no property tax, but most plot sale agreements set a build deadline with penalties; our service charge guide explains how charges are set.

The Golden Visa question

The threshold is AED 2 million of DLD-certified value, and since February 2026 mortgaged and off-plan units count. In all the DLD and legal guidance we found, the qualifying asset is residential property with a title deed or Oqood, not vacant land. Assume the bare plot does not qualify and the villa will, but confirm with the DLD service centre. Details in the Golden Visa guide.

The risks, honestly

  • Cost overruns. Change orders, upgrades and material prices push many private villas 10-20% over tender; fix the specification first.
  • Contractor disputes. Insolvencies and abandoned sites happen; use staged payments against certified work, retention and a performance bond.
  • NOC and permit delays. A design-guideline rejection adds months and fees.
  • The plot itself. Orientation, road frontage, a low GFA or an easement caps what you can build.
  • Resale liquidity. Bare plots trade thinly, and with Q2 2026 transactions down 29% year on year, a plot sells slower.
  • No income and no leverage. Non-resident construction finance barely exists; plot and build are cash.

For Indian buyers

The Liberalised Remittance Scheme allows USD 250,000 per person per financial year, and plot plus build almost always exceeds it. Spread the payments: plot in one year, construction the next, with a spouse or adult child remitting under their own limit as co-owner on the deed. Can a foreigner buy land in Dubai and get the title deed in their own name?

Yes, inside the freehold areas designated under Regulation 3 of 2006 the plot is registered at the Dubai Land Department in the buyer's name with a full title deed. Outside those areas a non-GCC national can only take a lease, and nationality does not change the 4% transfer fee.

How much does a residential plot in Dubai cost?

Mid-2026 asking prices range from about AED 300-450 per sq ft in Jebel Ali Hills to AED 1,300-1,900 in Jumeirah Park and Pearl Jumeirah and around AED 5,000 on the golf frontage of Dubai Hills Estate. Minimum plot sizes are large, so entry tickets start near AED 3 million.

Knight Frank's benchmark is AED 390 per sq ft of built-up area for a standard villa and about AED 1,020 for high-end, and 2026 contractor quotes cluster at AED 600-850 for a mid-range custom build. Add roughly 10% for consultants and permits and a 10-15% contingency.

Does buying a plot qualify me for the Golden Visa?

Not on the guidance available: the qualifying asset is residential property with a title deed or Oqood worth AED 2 million or more on DLD valuation, and vacant land is not listed. The completed villa should qualify once the deed is updated, so confirm with the DLD Golden Visa service centre before you buy.

How long does it take from buying the plot to living in the villa?

Budget 18-30 months. Design and the master developer NOC take 4-6 months, construction of a 4,000-8,000 sq ft villa runs 12-18 months, and inspections, DEWA connection and the completion certificate add a few weeks.
