When you book a flat, the builder often adds a line called PLC on top of the base price. It can quietly add a lakh or more to your cost. This guide explains what a Preferential Location Charge is, how it is calculated with real numbers, and how to negotiate it down.

What is a Preferential Location Charge

PLC is an extra amount a developer charges for a unit seen as better placed than others in the same project. The idea is that some flats offer better views, more light, less noise or easier access, so the builder prices that advantage separately. It is charged once, at the time of booking, on top of the base price.

Common reasons a flat attracts PLC include a park or pool facing view, a corner unit with extra windows, a position near the clubhouse or main gate, and a higher floor. A higher-floor charge is often billed separately as a Floor Rise Charge.

How PLC is calculated

The standard formula is simple:

PLC = saleable area (sq ft) × PLC rate (per sq ft)

Say you book a 1,200 sq ft flat and the builder charges a park-facing PLC of 150 per sq ft. Your PLC is 1,200 × 150 = 1,80,000, plus GST. If the same flat is also a corner unit with a 100 per sq ft charge, that adds another 1,20,000. These add up fast, so read the cost sheet line by line.

PLC vs Floor Rise Charge

These two are often confused. PLC is for the location advantage of the unit, like a view or a corner. Floor Rise Charge is only for the height, and it usually rises with each floor above a base level. A high, park-facing corner flat can carry both. Ask the builder to show each charge separately so you know what you are paying for.

GST on PLC

PLC is part of the cost of the flat, so GST applies at the same rate as the construction service: 1 percent for an affordable home and 5 percent for other under-construction homes, without input credit.   • There is no fixed rule for PLC, so the builder has full discretion. That means it is negotiable.
  • Ask for a waiver or a cut, especially in a slow market or during a launch offer.
  • Question whether the advantage is real. A so-called park view that faces a future tower is not worth much.
