The town and country planning department (DTCP) has escalated its crackdown on unauthorised constructions in DLF Phases 1, 2, and 3, recommending the cancellation of occupation certificates (OCs) for 745 properties. The affected houses include those built on both general and economically weaker section (EWS) category plots. DTCP has also directed DLF management to disconnect water and sewer connections of these properties, a TOI report stated.

Enforcement Action and Official Orders

District town planner (enforcement) Amit Madholia has formally requested the district town planner (planning) to revoke the OCs and take necessary action.

“After issuing show-cause notices and restoration orders against violations in all phases of DLF, we have now requested DTP (planning) to revoke their occupation certificates. Additionally, the developer has been asked to disconnect water and sewer connections. We may also approach DHBVN for disconnecting electricity supply in keeping with provisions of the Haryana Building Code, 2017,” Madholia said.

The enforcement action affects 232 properties in the general category, including 43 in DLF Phase 1, 57 in DLF Phase 2, and 132 in DLF Phase 3. In the EWS category, 513 properties, all located in DLF Phase 3, have also been impacted.

Multiple Notices Issued Before Action

DTCP officials stated that prior to the current action, multiple notices had been sent to homeowners regarding violations. These notices instructed homeowners to remove unauthorised modifications and restore the properties in compliance with building regulations. However, many failed to comply, leading to the latest enforcement measures.

“However, as most of these violators failed to comply with the order and issue satisfactory responses, the department escalated the matter,” an official said. “These constructions fall outside the purview of regularisation of the Haryana Building Code, 2017. Despite multiple warnings, the property owners did not restore their structures to the permitted limits, forcing us to take stringent action.”

Mixed Reactions from Residents

The move has drawn mixed reactions from homeowners. While some opposed the decision, others supported the action to maintain planned development.

A DLF Phase 2 resident whose property is affected expressed frustration. “I bought this property five years ago with all necessary approvals. If there were violations, why were OCs granted in the first place? Punishing homeowners instead of the original violators is unfair,” he said.

In contrast, a resident from DLF Phase 1 supported the action. “Unauthorised constructions have ruined the aesthetics and infrastructure of the community. Many houses have extended beyond limits, leading to congestion and drainage issues. The administration is finally taking the right step,” he said.

Residents Exploring Legal Options

A group of affected residents is considering legal options to challenge the DTCP’s decision. Some plan to approach the Haryana government to seek intervention and propose alternative solutions instead of mass cancellations and disconnections.

DTCP officials confirmed that the enforcement drive will continue in the coming weeks. They also indicated plans to strengthen monitoring measures for new constructions to prevent further violations.
