Hidden Charges When Buying a Flat in India
The price a builder quotes is almost never the price you pay. Between the base cost and your final outgo sits a long list of extra charges: PLC, floor rise, EDC, IFMS, GST, stamp duty, parking, club, and more. On a ₹1 crore flat, these extras can add ₹15 lakh to ₹25 lakh. Buyers who miss them get a shock at the payment stage. This guide lists every charge you should expect, roughly what each costs, and how to keep your final number honest before you sign.
Why the base price is only the start
Builders advertise the lowest possible headline rate, usually the Basic Sale Price (BSP) per sq ft on the super built-up area. Everything else is added on top. Some charges are government levies, some are the builder's, and some are one-time versus recurring. When you compare two projects, compare the all-in cost, not the BSP, or you will pick the wrong flat.
The full list of extra charges
Here is what typically gets added to a base flat price in India, with indicative ranges. Actual figures vary by city, project, and builder.
| Charge | Typical cost | What it is |
|---|---|---|
| External Development Charges (EDC) | ₹200–500/sq ft | Govt levy for roads, sewer, water outside the project |
| Internal Development Charges (IDC) | ₹100–300/sq ft | Infrastructure inside the township |
| Preferential Location Charges (PLC) | ₹150–750/sq ft | Premium for park, corner, or road-facing units |
| Floor Rise Charges | ₹25–150/sq ft per floor | Higher floors cost more |
| Car parking | ₹3–15 lakh | Covered costs more than open |
| Club membership | ₹1–5 lakh | One-time, often mandatory |
| Interest Free Maintenance Security (IFMS) | ₹50–100/sq ft | One-time refundable deposit |
| Advance maintenance | 12 months upfront | Collected at possession |
| Power backup | ₹20,000–30,000 per KVA | Installation for DG backup |
| GST | 1% or 5% | Only on under-construction flats |
| Stamp duty + registration | 5–8% of value | State government charge |
| Brokerage | 1–2% | If you use an agent |
| Loan processing fee | 0.25–1% of loan | Bank charge |
Government charges you cannot avoid
Stamp duty and registration are the biggest fixed extras. They run 5 to 8 percent of the property value depending on the state, and often depend on whether the buyer is a woman, since several states give women a stamp-duty rebate. In Haryana, stamp duty is around 5 to 7 percent. In Uttar Pradesh it is about 5 to 7 percent, and Delhi charges roughly 4 to 6 percent plus 1 percent registration. On a ₹1 crore flat, that is ₹5 lakh to ₹8 lakh alone. See our detailed guide to stamp duty and registration charges for state-wise rates.
GST applies only to under-construction homes. It is 1 percent for affordable housing and 5 percent for other homes, both without input credit. A ready flat with an Occupancy Certificate carries no GST, which is one real cost advantage of buying ready.
Builder charges to negotiate
EDC and IDC are passed on from the government but the builder collects them, so confirm they are not double-counted. PLC and floor rise are where builders make margin, and both are negotiable, especially in a slow market or on unsold inventory. Club membership and car parking are often presented as fixed but can be waived or discounted during a launch offer. Always ask for these in writing.
The one-time versus recurring split
Some charges are paid once, others keep coming. IFMS, club membership, and parking are one-time. Maintenance, property tax, and any lease rent (common on Noida authority flats) are recurring. When you budget, separate the two so your monthly running cost is clear. A luxury tower with a big clubhouse can carry ₹8,000 to ₹20,000 a month in maintenance, which changes affordability more than buyers expect.
How to protect yourself
- Ask for a full cost sheet. Insist on a written breakup of every charge before booking, not only the BSP.
- Compare all-in, not BSP. Two projects with the same base rate can differ by ₹1,000 per sq ft once extras are added.
- Check the builder-buyer agreement. Every charge should match the agreement. Read the agreement clauses carefully.
- Negotiate the soft charges. PLC, floor rise, parking, and club are the ones with room.
- Keep 20 to 25 percent aside. On top of the base price, budget this much for all extras combined.
A worked example
Take a ₹1 crore under-construction 3 BHK. Add EDC and IDC of about ₹4 lakh, PLC and floor rise of ₹3 lakh, parking and club of ₹6 lakh, IFMS and power backup of ₹1.5 lakh, GST at 5 percent of ₹5 lakh, and stamp duty and registration of ₹6.5 lakh. Add loan processing and legal of about ₹1 lakh. The ₹1 crore flat now costs around ₹1.27 crore. That 27 percent gap is exactly what catches unprepared buyers.
Frequently asked questions
What extra charges are added to a flat's base price?
EDC, IDC, PLC, floor rise, car parking, club membership, IFMS, power backup, advance maintenance, GST on under-construction homes, and stamp duty with registration.
How much extra should I budget beyond the base price?
Plan for roughly 20 to 25 percent above the base price to cover all charges combined.
Is GST charged on all flats?
No. GST applies only to under-construction homes, at 1 percent for affordable and 5 percent for other homes. A ready flat with an Occupancy Certificate has no GST.
What is PLC in a property purchase?
Preferential Location Charges are a premium for a better-placed unit, such as park-facing, corner, or road-facing, usually ₹150 to ₹750 per sq ft.
What are floor rise charges?
A premium added for higher floors, often ₹25 to ₹150 per sq ft per floor, on the logic that higher units have better views and light.
What is IFMS?
Interest Free Maintenance Security, a one-time refundable deposit the builder holds against future maintenance, usually ₹50 to ₹100 per sq ft.
Are EDC and IDC negotiable?
They are government-linked, so the amount is largely fixed, but confirm they are not double-charged. PLC, floor rise, parking, and club are the truly negotiable ones.
Do I pay stamp duty on the base price or the total?
Stamp duty is calculated on the agreement value or the circle rate, whichever is higher, not on the base sale price alone.
Is car parking charged separately?
Usually yes, from about ₹3 lakh for open to ₹15 lakh for covered parking in premium projects.
Can I avoid club membership charges?
They are often presented as mandatory, but discounts and waivers are common during launch offers. Ask in writing.
What recurring charges continue after purchase?
Monthly maintenance, property tax, and any lease rent on authority flats. Luxury towers can carry ₹8,000 to ₹20,000 a month in maintenance.
How do I compare two projects fairly?
Compare the all-in cost per sq ft after every charge, not the advertised base sale price, since the extras can differ sharply.
The base price is a starting point, not the final bill. Get a full written cost sheet, budget an extra 20 to 25 percent, and negotiate the soft charges, and you will not be surprised at the payment desk.
