Gurgaon: Among the 20 sector markets transferred to MCG by HSVP in August 2025, it has launched development planning concerning all of them.

The majority of development works remain in preparatory stages, like estimating and administrative approval, with the only work so far in execution stage is a project in Sector 56 where Rs 1.3-crore contract was awarded to carry out repairs to facilities like parking, sewerage and public utilities.

An MCG senior official said, “We will upgrade infrastructure like parking, public toilets, landscaping and street lighting in these markets according to our plan. We have estimates prepared for some projects already. But some are still waiting on administrative nods.”

In Aug 2025, HSVP handed over to MCG the 20 markets, besides 1,485 residential plots and 16 institutional plots at various locations in the city for their development under the municipal corporation. Their control and management was transferred to the civic body in line with a mutual co-agreement between HSVP and MCG, which was reached over rationalisation of administrative and developmental duties in various areas of the city.

Finally, for markets in Sector 10A (Rs 2 crore) and Sector 46 (Rs 8.3 crore), estimates were finalised. The Sector 46 project is the most expensive estimate till now and also includes improvements to landscaping, lighting, drainage, sewer upgrades, parking for 400 cars and about 500 two-wheelers, a fountain etc., including carriageway as well as solar studs etc. Project reports of markets in sectors 9, 9A before that in sector-7 and extension have also been prepared which is expected to be raised soon, Adding further an official said.

Raj Kumar Yadav, RWA president of Sector 46, said, “The market in Sector 46 is poorly managed with no proper parking for shop visitors and street vendors encroaching the area. The number of street vendors in Peru is overwhelmingly large, and only a tiny percentage are legal; many work without permits. There’s a single public toilet at the market, which is locked and being used for storage. The redevelopment plan MCG prepared should be implemented on the ground as repairs to roads are urgently needed. It would not work to have only planning and no visible implementation on the ground,”.

Seven markets, sectors 38, 31, 31 (second work), 40, 22, 5 and 45 have performed their cost assessment and are waiting for administrative approval. Estimates for these projects vary from Rs 17.9 lakh to Rs 3.4 crore.

Estimates for the other 10 markets covering sectors 9, 9A, 7, 7 Extension, 15-1, 15-2, 39 and sectors 21, as well as sectors that overlap with certain types of development in terms of land use plans under zones designated from about seven to over a dozen potential developments, are still in the works. MCG officials said the projects are in standard planning and approval stages leading up to implementation of infrastructure works.

A March 22, 2017 order by Haryana Shehri Vikas Pradhikaran (HSVP) said that developed sectors, shopping centres, commercial sites and community centres will be handed over to the urban local bodies (ULB) department of Haryana. This would, however, entail handing over the charge of maintenance of roads, electricity, gardens and public health services to MCG, it added.
