The Dubai Land Department has let buyers and sellers transfer title over a video call since May 2020, and the big developers take a AED 37,000 card reservation from anyone with a passport. Neither needs you on a plane; both need paperwork in the right order, which is where remote purchases stall.

Route A: buying off-plan entirely online

Emaar's online terms are the template: a AED 37,000 card deposit holds a unit for five days, and the SPA must be signed within five working days of notice or the deposit is forfeited. Payment is a SWIFT transfer into the project's escrow account, which under Law 8 of 2007 sits in the project's name at a DLD-approved bank, ring-fenced from the developer. The developer registers the unit on Oqood, the interim register, and you pay the 4% DLD fee plus a small admin charge. Our off-plan guide covers escrow release and delay rules.

The name on your wire instruction must match the DLD's escrow record; if anyone gives you another account, stop.

Route B: resale by power of attorney or video-call transfer

A completed home transfers at a DLD registration trustee, in person or through a POA holder. That leaves two remote options.

The video-call transfer. The DLD's remote registration system, live since May 2020, lets the trustee identify both parties on a recorded call, check passports and complete the transfer. Non-residents qualify, but case by case: mortgaged units, corporate sellers and some trustees still insist on a POA or attendance. Ask first.

The power of attorney. A POA lets your lawyer or conveyancer in Dubai sign for you. Since DLD Circular 29/R/2025 of 16 July 2025 a general "buy any property" POA is refused: it must name the transaction type, the property (title deed number, building, plot) and the counterparty where known, and be under two years old. Two ways to execute it:

  1. The embassy chain. Sign before a notary at home, then your foreign ministry, then the UAE embassy or consulate there, then the UAE Ministry of Foreign Affairs on arrival (AED 150 a document, one to three working days). Arabic translation by a Ministry of Justice-licensed translator at AED 80-150 a page comes last, so the stamps are in it.
  2. The remote UAE notary. Dubai Courts and the Ministry of Justice run an e-notary: a UAE-registered notary attests the POA on a recorded video call with your passport held to the camera. A visitor-level UAE PASS works, though private notaries often book non-residents through their own channel. Typed, notarised and translated this way, a property POA runs AED 500-1,800 all-in, against AED 100-320 a signature at the court counter.

Your KYC pack and the money

Developers, trustees and banks want a passport copy, proof of address and source-of-funds evidence: salary slips, a sale contract, audited accounts. Anti-money-laundering rules make them liable for what they accept, so a buyer they have never met gets more scrutiny. Scan the pack before you offer.

For off-plan, a SWIFT transfer into escrow is the whole story: 2-5 business days, USD 25-75 in charges, a possible compliance hold. A resale needs a manager's cheque at the trustee on transfer day. A non-resident account takes one to three weeks to open and often needs a AED 50,000-500,000 balance; a licensed conveyancer instead issues the cheque from funds wired to their client account at AED 30-100. Since the July 2025 circular that cheque must be in the principal's name, and 2026 rules push sale proceeds into the owner's own account.

Two hard rules. Never pay the price into an agent's personal or company account; commission and price are separate. And price the FX spread: a bank quoting 1-3% off interbank costs AED 10,000-30,000 on AED 1 million, where brokers save 1-2%.

Fee basis: DLD transfer 4% of price, plus a DLD admin fee of AED 580 on a ready unit and AED 40 at Oqood on an off-plan one; registration trustee AED 4,000 below AED 500,000 and AED 4,200 above, plus 5% VAT; title deed and map about AED 500; agency 2% plus 5% VAT where used; mortgage registration 0.25% of the loan plus AED 290. What remote buying costs, and a worked timeline

Take a AED 1,000,000 apartment direct from a developer: DLD fee AED 40,000, Oqood admin about AED 40, no agency fee. Wiring USD 272,300 at a 1.5% bank spread costs about USD 4,100 — roughly AED 15,000 — plus USD 50 in charges. Total about AED 55,000, and the "remote" part is all FX.

The same AED 1,000,000 as a resale by POA: DLD AED 40,000, trustee AED 4,410 with VAT, title deed about AED 500, agency AED 21,000 with VAT, then the POA. The home-country chain runs INR 8,000-9,000 from India, about £186 for a personal-class UK document (£655 if classed commercial), or USD 20 at the State Department plus USD 41 at the UAE embassy from the US. Add AED 150 MoFA, AED 200-450 translation, AED 500-1,800 drafting and couriers: roughly AED 1,500-5,500 of remote overhead before FX. Full fee schedule in the buying guide.

  • Off-plan online: day 0 reserve; days 1-5 KYC and SPA e-signature; days 5-10 the wire clears into escrow; Oqood follows in the developer's filing window. Two to four weeks to a registered interest.
  • Resale by embassy-chain POA: days 1-3 drafting; days 4-15 home-country attestation (8-10 working days in India, one to two weeks in the UK, US and Pakistan); days 16-20 courier and MoFA; days 21-22 translation; days 23-35 NOC and transfer. Five to seven weeks, longer if a bank account opens in parallel.
  • Resale by remote notary or video-call transfer: three to five weeks, most of it the NOC and the money.

Where remote buyers get burned

POA scope abuse. A wide POA lets the holder sign for another unit, a higher price, or a declaration that funds were received. The 2025 circular refuses receipt declarations; the drafting is still your job.

Buying off a render. Views, ceiling heights, the road outside and the noise are not in the brochure; a unit facing a highway ramp rents for less for the life of the building. A live walkthrough is a sales tool: pay instead for an independent snagging inspection at handover, AED 1,500-3,500 for an apartment, AED 3,000-6,000 for a villa, and the developer must fix the list within the 12-month liability period.

An agent you cannot check. Every listing carries a Trakheesi permit and every agent a BRN, both resolvable in Dubai REST. If the permit does not match unit and agency, walk away.

Service charge surprises. Budget towers run AED 12-18 per sq ft, mainstream AED 15-25, branded waterfront AED 25-50 or more. On 700 sq ft the gap between 13 and 30 is AED 11,900 a year, 1.2% of yield on a AED 1 million price.

The winter roadshow. From November to March developers and brokers tour Delhi, Mumbai and London; the DLD itself has staged a Dubai Property Show in Mumbai. The units and payment plans are real; the urgency is manufactured. Nothing in a ballroom is cheaper than the same unit on the developer's portal next week.

For Indian buyers: the attestation chain and LRS

An Indian-executed POA goes notary, then the state Home Department or GAD (SDM in Delhi), then the MEA (attestation is free; the INR 50 apostille is not what the UAE wants), then the UAE Embassy in New Delhi or Consulate in Mumbai at about INR 3,750 a document, then MoFA. Agents quote INR 7,900-8,900 and 8-10 working days for the India leg. Money leaves under the Liberalised Remittance Scheme — USD 250,000 per person per financial year, Form A2, purpose code S0005 — and 20% TCS above INR 10 lakh is creditable against your tax.
