Big expansion planned in cities in Haryana, HSVP to acquire land and develop new sectors in Gurgaon after 20 years

Gurgaon: Haryana Shahari Vikas Pradhikaran (HSVP) has kicked off the state-owned colonization body’s multi-crore land acquisition drive to develop new residential and commercial sectors. In the past two decades, the authority has not opened any new sector in city.

The scheme is meant to relieve pressure on existing urban centres and ensure a constant supply of serviced plots within the framework of planned development norms.

The acquisition by HSVP will happen in three phases, wherein nearly 1.8 lakh acres is to be acquired across the state and 23,739 acres in the city itself. The first new sectors are planned to be introduced in the first half of 2026.

Procuring shall be in the manner of direct purchase and consent based Interested landowners, who intend to sell their land can register by uploading the details of their plots on this portal. First phase land to be procured will be verified by estate officers.

A letter in this regard was dispatched on Feb 23 and the acquisition of land will begin next month.

HSVP has zeroed in on several corridors of high growth potential for development in Gurgaon. Significant clusters are Southern Peripheral Road (sectors 76-80), Dwarka Expressway belt (sectors 99A-104), New Gurgaon on NH8 (sectors 82A-86) and Pataudi-Farukhnagar stretch (sectors 88A, 89A, 95A, 95B). Those regions will need about 24,000 acres to be developed in phases.

Recently, HSVP conducted a meeting regarding land identification to develop new sectors in the city. “It was decided that instead of getting the above land in one go, the same shall be taken in a phased manner,” a senior HSVP officer said.

No residential real estate was developed by the authority in the city over two decades, although under the Gurgaon-Manesar Development Plan a total of 115 Sectors were developed and HSVP sectors 1–57. That is: most of the city — except areas under SPR, Dwarka Expressway too — has been developed or falls under HSVP.

According to HSVP officials, this expansion was important in terms of addressing the increasing housing demand, catering to future infrastructure development and strengthening long-term urban planning among various stakeholders in the region. In the last 20 years, all real estate projects have been undertaken by private developers and property rates in Gurgaon became unaffordable for common people.

The procurement of land, spanning 51 sectors and covering approximately 17,358 acres, is set to begin in the initial phase. The said land is located in sectors 26, 36A, 37D, 59, 60, 61, 63, 63A,67,67A,69,70,70A,72,76,77,78 —79. 79 A —79 B —82 —82 A -83 and so on…… up to the line of sector number112.

In the second phase, over 5,000 acres are likely to be acquired in Sohna and Gwal pahari located in Gurgaon. In Sohna, 5,035 acres are earmarked in sectors 2, 3, 4, 5, 6, 7,8,9,10,11,12,14,17 and 25 to 36. At Gwal pahari, a land of 133 acre is likely to be acquired.

In the third phase land acquisition of 1,203 acres planned in Farukhnagar.

HSVP’s two decades of inaction were the product of a confluence of land-related legal battles, delays in acquiring land, mutations in policy priorities and an official preference for private-developer-led urban growth models.

The state govt on Wednesday dissolved Haryana Housing Board in a major decision and merged it with HSVP during the ongoing assembly. The moves have been made in order to improve administrative efficiency and streamline housing delivery as well as strengthen the integrated urban planning. As part of this merger, HSVP will also take over the mandate for development of housing for economically weaker sections — a task previously dealt solely by the housing board.

For the public, developing new sectors is talked about bringing in much-needed relief from unsustainable land and housing prices. Years of sluggish sector growth left private developers to monopolize supply, greatly driving up costs and densifying built-up areas. “New HSVP sectors will spread out proposed residential areas, wider road networks, public greens as well as commercial corridors and land for schools, hospitals, police stations and utilities — this will boost the liveability quotient while easing pressure on old sectors,” said Sushant Sharma, a Sector 40 resident.

New plots are likely to bring competitive options over private projects that had dictated the market trends for a long time and will be auctioned at rates determined by the government. “The authority hadn’t developed any new sector in the past two decades and housing prices became unaffordable for common people during this time,” said Anand Yadav, a resident of Sector 10, emphasising that there needs to be a balance between private- and government-led developments.

Procurement across state

In a separate decision, chief minister Nayab Singh Saini gave approval for the procurement of land under E-Bhumi Scheme across Haryana in different urban estates (where draft/final development plans have been published). Now, HSVP has asked its estate offices across the state to start process for procuring land. A schedule for the phase-wise procurement of land has been prepared and the chief administrator of HSVP has approved it.
