What is Guideline Value and Ready Reckoner Rate?

When you register a property, the government does not let you declare just any price. It sets a minimum value for every area, and stamp duty is charged on that value or your actual price, whichever is higher. This official minimum goes by different names across India, guideline value, ready reckoner rate, circle rate, jantri, collector rate, but the idea is the same. This guide explains what it means and how to use it.

What the guideline value is

The guideline value is the minimum price per unit area that the government fixes for property in a given locality, used to calculate stamp duty and registration charges. You cannot register a property below this value, even if the actual deal is lower. It exists to prevent under-declaration of property prices and the tax evasion that comes with it.

The many names for one idea

TermUsed in
Guideline valueTamil Nadu, Karnataka, Andhra, Telangana
Ready reckoner rateMaharashtra
Circle rateDelhi, UP, Haryana (NCR)
JantriGujarat
Collector ratePunjab, Haryana

Whatever the name, it serves the same purpose, and our NCR-focused circle rate guides cover the local version in detail.

How it decides your stamp duty

Stamp duty and registration charges are levied on the higher of the guideline value or the actual transaction value. So if you buy a flat for Rs 80 lakh but the guideline value works out to Rs 90 lakh, you pay stamp duty on Rs 90 lakh. Knowing the guideline value before you buy lets you calculate your true registration cost accurately, a cost our charges guide reminds buyers to budget for.

Guideline value versus market value

The guideline value is usually set below the real market rate, since governments revise it periodically and markets move faster. In hot areas, the market price can run well above the guideline value; in slow or older areas, the two can sit close, and occasionally the guideline value even exceeds a distressed market price. The gap between the two tells you something about an area's pricing and about how much stamp duty you will actually pay.

How to check the guideline value

Most states publish the guideline value or ready reckoner rate online through their registration or revenue department portals, searchable by locality, survey number or street. Check it before you finalise a deal so you can compute the registration cost and sense-check the asking price against the official floor. It is a free, quick check that sharpens both your budgeting and your negotiation, which our negotiation guide puts to use.

The undervaluation trap

Some buyers are tempted to register a property below its real price to save stamp duty, and the guideline value is precisely what stops that, and why the temptation is dangerous. You cannot register below the guideline value, and registering at an artificially low figure, even above it, creates problems. The tax authorities can question a large gap between the registered value and the market rate, and undervaluation can attract scrutiny and penalties. It also hurts you later: when you sell, your capital gain is calculated from your registered purchase value, so a low registration inflates your future tax. And any cash component paid outside the registered value carries its own legal risk. The sound approach is simple: register at the true transaction value, which will be at or above the guideline value, pay the correct stamp duty, and keep the whole deal transparent through banking channels. A clean registration protects you far more than a small duty saving ever could.

Frequently asked questions

What is guideline value in real estate?

It is the government-fixed minimum value per unit area for property in a locality, used to calculate stamp duty and registration charges. Property cannot be registered below this value.

Is guideline value the same as circle rate?

Yes, in concept. Guideline value, circle rate, ready reckoner rate, jantri and collector rate are regional names for the same government-fixed minimum property value used for stamp duty.

How does guideline value affect stamp duty?

Stamp duty is charged on the higher of the guideline value or the actual transaction value. If the guideline value exceeds your purchase price, you pay duty on the guideline value.

Is guideline value higher or lower than market value?

Usually lower, since it is revised periodically while markets move faster. In hot areas the market price runs well above it, though in slow areas the two can be close.

How do I check the guideline value of a property?

Through your state's registration or revenue department online portal, searchable by locality, survey number or street. It is a free, quick check to do before finalising a deal.

Can I register a property below the guideline value?

No. Registration cannot happen below the guideline value, and stamp duty is charged on at least that amount, even if your actual purchase price is lower.

The guideline value is the floor beneath every property registration, and knowing it turns your stamp-duty cost from a surprise into a calculation. Check it before you buy, budget the registration accurately, and use the gap with market value to judge the deal. Our team can help you compute the true registration cost on any purchase.
