Read the rate column top to bottom and the pattern is entirely geographic. The New Gurgaon and Sohna projects cluster at ₹11,000–13,000. What a Branded Floor Buys You Over a Resale One

A resale builder floor in Sector 4 or Sector 43 can be excellent value. But the paperwork is a lottery, because each plot has its own history. A branded project standardises that.

  • A licence you can verify. The colony carries a DTCP licence number, and the developer will hand it over without a fuss.
  • A sanctioned building plan and occupation certificate. On resale stock these are often missing, particularly for added fourth floors.
  • Financing without argument. Lenders keep approved-project lists. A branded project is usually already on them.
  • Services sized for now. Electrical load, water, drainage and parking designed together rather than added over decades.
  • Roof rights written down. On the top floor of a licensed stilt-plus-four building, terrace rights are typically in the sale documents rather than assumed.

What you give up: floor area per rupee, and location. A ₹2 crore branded floor in Sector 82 is smaller than a ₹2 crore resale floor in Sector 7, and further from the mature city.

The Approval Freeze Makes the Sanction Date the First Question

Haryana's stilt-plus-four policy is stayed by the Punjab and Haryana High Court, and the state's town planning department froze fresh S+4 approvals from 21 July 2026, disabling the application portal. No new S+4 approval can be issued while that holds.

Projects already sanctioned and built are unaffected — they can be bought, registered and financed normally. Projects that were mid-approval have no route forward for now.

So the first question to any sales office is not the price. It is: was the building plan sanctioned before 21 July 2026, and is the occupation certificate in hand or applied for? A completed project with clean answers is a straightforward purchase. An under-construction one without them is a timing risk you would be carrying, not the developer.

Every one of these projects now has a resale market, and resale is often the better buy.

DLF Garden City is the clearest example: units originally sold from ₹1.80 crore, while resale asking sits around ₹11,000–11,500 per sq ft with a median near ₹12,700. Vatika India Next carries roughly 185 resale listings at a time, with 2 BHK stock from ₹82 lakh.

Buying resale in a branded colony gives you the licence and the layout with two extra advantages: the building is finished so you can see exactly what you are getting, and the seller is an individual rather than a developer with a price list. Both make the number negotiable in a way a sales office is not.

What to Verify Before You Book

  • The DTCP licence number for the colony, verified independently rather than from a brochure.
  • The sanction date on the building plan, against the 21 July 2026 freeze.
  • Occupation certificate status for your specific building.
  • What the registry conveys — a separate registry for your floor, and an undivided share in the plot.
  • Roof rights in writing if you are buying the top floor.
  • A bank sanction on that exact unit before you pay anything beyond a refundable amount.

Registry Cost

Stamp duty in urban Haryana is 7% for a male buyer, 5% for a female buyer and 6% for joint ownership, plus registration fees capped at ₹50,000 above ₹90 lakh, charged on the higher of your deal value and the circle rate.

On a ₹1.5 crore branded floor that is ₹7.5 lakh in a woman's name against ₹10.5 lakh in a man's; on a ₹4 crore one, ₹20 lakh against ₹28 lakh. Developers rarely include this in the quoted price, so add it before you compare a project against your budget. Who Should Buy a Branded Floor

Buyers who need a home loan and do not want to discover a paperwork problem at the sanction stage. First-time floor buyers who would rather trust a licence than learn to read a thirty-year title chain. And anyone who wants new construction with roof rights at a price a comparable flat would not touch.

It suits you less if floor area per rupee is your priority, if you need to be in the mature city near a metro, or if you enjoy negotiating — a resale seller in Sector 57 will move on price in ways a sales office will not.
