Dholera is the most searched new city in India right now, and most people searching it have the same three questions: what exactly is it, how real is it, and should money go there. The short version: Dholera SIR is a government-planned industrial city in Gujarat, about 100 km southwest of Ahmedabad, and after a decade of slow years its big pieces are now visibly coming up. What is Dholera SIR

SIR stands for Special Investment Region. Dholera SIR is a 920 sq km planned region in Ahmedabad district, created under Gujarat's SIR Act of 2009 and developed as the first node of the Delhi-Mumbai Industrial Corridor. A dedicated authority, DSIRDA, controls the master plan, the land use, and the town planning schemes. That is the single most important fact about Dholera: unlike a normal town that grows on its own, every road, plot, and zone here follows a fixed government master plan.

The build-out started with a 22.5 sq km Activation Area, where trunk roads, water, power, drainage, and ICT ducting were laid first. Industry and plotted development cluster around this zone today, and the plan then expands outward in phases over the coming decades.

What is actually built today

  • Ahmedabad-Dholera Expressway: open. Inaugurated in March 2026, 109 km, four lanes expandable to eight, and it cuts the Ahmedabad run from over two hours to about 40 minutes. Details in our expressway guide.
  • Dholera International Airport: in the final stretch. The 3,200-metre runway is complete and commercial operations are targeted for late 2026. Our airport status piece covers it.
  • Tata semiconductor fab: under construction, roughly half built per recent reports, with trial production targeted around December 2026. The plant is planned for up to 50,000 wafers a month and tens of thousands of direct and indirect jobs.
  • Activation Area infrastructure: trunk roads, canals, water and power networks, and an administrative building, largely in place.
  • Dholera Solar Park: a multi-gigawatt park planned within the region, with phases progressing.

What plots cost right now

Market quotes vary widely by zone. The real timeline

Dholera's master plan runs in phases to the 2040s. What has changed since the sceptical early years is that the anchor projects are now physical: you can drive the expressway, see the runway, and watch the fab rise. What has not changed is that a full city, with people, schools, markets, and jobs at scale, takes decades. The next few years are about industry moving in and the airport starting operations. Residents in large numbers come after that. Anyone buying here should think in that order.
