TCP Haryana Affordable Housing: E-Draw, Apply Online, Draw Result and Refund
Haryana's affordable housing flats are not sold by the builder on a first-come basis. They are allotted by a computerised draw that the Town and Country Planning Department (TCP, also called DTCP) runs on its e-draw portal, edraw.tcpharyana.gov.in. You apply there, pay a 5 per cent booking amount, and the draw decides who gets a flat.
This page explains who can apply, what a flat costs at the rates set in March 2026, how to apply online, how the draw and the refund work, and how the scheme differs from DDJAY plots.
What the scheme is
The Affordable Housing Policy 2013 was notified by the Town and Country Planning Department on 19 August 2013. It lets a licensed developer build a group housing colony of small flats and sell them at a price the state fixes per square foot of carpet area. The flats go to applicants through a draw, and the developer has four years from building plan approval or environmental clearance, whichever is later, to finish the project.
The policy has been amended several times since, most recently in March 2026, when the rates went up.
Who can apply
- Anyone can apply, but the policy gives first preference to applicants who, with their spouse and dependent children, own no flat or plot in a HUDA (now HSVP) sector or a licensed colony in an urban area of Haryana, in Chandigarh or in Delhi.
- One application per project. A person who wins a flat in one project cannot take a second flat under the policy.
- Applicants sign a notarised affidavit, on stamp paper, about the property they and their family own. A false statement can lead to the allotment being cancelled and to prosecution.

What a flat costs now
The price is the carpet area multiplied by the rate for the town, plus a rate for the balcony. These rates, set in March 2026, apply to projects where flats had not yet been allotted:

The same amendment requires one car parking space for each flat, priced at 10 per cent of the flat's cost. For comparison, the Gurugram rate was Rs 4,000 in 2013 and Rs 5,000 from July 2023.
A worked example: a flat of 644.5 sq ft carpet in Sohna costs about 644.5 x Rs 5,450 = Rs 35.13 lakh, plus up to Rs 1.3 lakh for the balcony. That is the price of a flat in ROF Antares, Sector 7 Sohna.
How to apply online
- Go to edraw.tcpharyana.gov.in and register with your mobile number and email address.
- Fill in your profile: name, father's or spouse's name, address, PAN, Aadhaar and bank account details.
- Upload a scanned PAN card, Aadhaar card, passport-size photograph and the notarised affidavit.
- Choose a project whose application window is open, and the flat type.
- Pay the 5 per cent booking amount and the Rs 590 application registration charge online, by net banking, debit card or credit card.
Keep the payment reference. It is what you will quote if you need to follow up on a refund.
The draw
- After the application window closes, the department checks the applications and runs the computerised draw on the portal. The results are published project by project, as a list of successful applicants and a waiting list.
- A draw can be moved or cancelled. In January 2025 the department cancelled the e-draw for 708 flats in Sector 36, Sohna, after a software fault left most applications out of it, and promised a fresh draw. The portal was then linked to Aadhaar to screen out duplicate entries.
- The waiting list is used when an allotted flat is surrendered or cancelled.
After you are allotted a flat
The policy fixes the payment plan, and it runs on dates, not on construction stages:
- 5 per cent with the application;
- 20 per cent on allotment;
- 75 per cent in six equal instalments, one every six months.
Before you pay the 20 per cent, check the project's registration with HRERA and the completion date on its registration certificate.
Refund status
Applicants who are not allotted a flat get the 5 per cent booking amount back. The timing and the method are set out in the public notice for each draw, and have differed between projects, so read the notice for yours before you follow up with the developer.
Affordable housing and DDJAY are different schemes
DDJAY, the Deen Dayal Jan Awas Yojana, is a separate policy notified on 8 February 2016 for plotted colonies in low and medium potential towns, with plots of up to 150 square metres. Its plots are sold by the developer, at the developer's price. There is no e-draw for them.
