"Does Dubai have property tax?" is one of the most-searched questions about this market, and the short answer is the one people hope for: no annual property tax, no personal income tax on rent, no capital gains tax.

The longer answer is that Dubai charges you in other ways — once at purchase, and every year through fees that are not called tax. Here is the whole picture, including the part your own country will still want.

Total 6-8% of the price for a cash purchase, or 7-10% with a mortgage. That is the closest thing Dubai has to stamp duty, and it is charged once. Several major financial centres take more, every year, forever.

The housing fee — the closest thing to an annual tax

Dubai Municipality levies a housing fee equal to 5% of the property's annual rental value, collected in twelve monthly instalments through the DEWA bill for the unit.

Two things people get wrong about it:

  • It follows occupancy, not ownership. A tenant pays it on their own DEWA account. If you own and live in the home yourself, you pay it on the assessed rental value of your own property.
  • If your unit is let, it is not your cost — which is why it should never appear in your yield calculation as a landlord expense.

What you pay every year as an owner

The genuine annual cost of owning in Dubai is the service charge, set building by building and published in RERA's service charge index. It is not a tax, it is your share of running the building, but it behaves like one: it is compulsory, it rises, and you cannot opt out.

Check the actual building in the RERA index before you buy. The difference between AED 12 and AED 55 per sq ft is worth more than most price negotiations.

The 9% corporate tax, and why it usually does not apply

The UAE introduced a 9% corporate tax, and it worries foreign landlords more than it should.

A natural person falls inside it only if they conduct a business in the UAE with turnover above AED 1 million a year. Income from owning, letting or selling real estate in a personal capacity — without a licence for that activity — is excluded, under Cabinet Decision No. 49 of 2023 and the Federal Tax Authority's guidance on natural persons. Personal investment income and employment income are excluded from the threshold too.

So an individual who owns two apartments in their own name and lets them is outside the corporate tax entirely. A licensed property business, or a company holding a portfolio, is a different matter and needs its own advice.

VAT, and where it does bite

  • Residential property: the first supply of a new home within three years of completion is zero-rated; later sales and leases are exempt. You do not pay 5% VAT on the price of a home.
  • Commercial property: 5% VAT applies to the sale and to rent.
  • Services: agency commission, trustee fees and property management carry 5% VAT, which is why the fee table above says "plus VAT".

This is the part that turns a tax-free asset into a taxed one, and it depends entirely on where you are tax resident.

What it all adds up to

On a AED 1.5 million apartment let at 7%, held for five years and sold at the same price:

  • Bought: about AED 97,000 in fees
  • Held: service charge of roughly AED 12,000 a year on 1,000 sq ft at AED 12
  • Earned: AED 105,000 a year gross, about AED 82,500 net of service charge and a 10% allowance for voids
  • Paid to the UAE in tax over five years: nothing
  • Sold: agency fee and the seller's share of the transfer process

That is a genuinely low-friction ownership structure by global standards. Just budget the service charge honestly, and file at home.

Is there property tax in Dubai?
