Saras City, Sector 21 Jhajjar: HRERA Numbers, Plot Sizes and Status
Saras City is a plotted colony at village Bidsunarwal, in Sector 21 of Jhajjar town. It is built by ADM Developers, a partnership firm with its office in Sector 39, Gurugram. It has two registrations with HRERA Panchkula, one for each phase.
A correction. An earlier version of this page was a developer's brochure in reworded English. It called the plots DDJAY plots without a source, listed amenities nobody had checked, gave the first phase's registration number for the plots on sale now, and gave plot sizes that do not match the registered phase. All of that is gone.

The first phase's details come from the promoter's own declaration in the 2025 filing. The authority's record for that phase shows requests in late 2024 to update the completion certificate and the service and zoning plans.
The second phase in detail
- Licence: 169 of 2024, dated 28 November 2024, valid to 27 November 2029.
- Plots: 109, in ten sizes from 118.96 to 148.64 sq m. That is about 142 to 178 sq yd.
- Land use: 3.645 acres in plots, 0.85 acres of roads, 0.50 acres of parks, and 0.76 acres to be handed to the government for community sites.
- Estimated cost: about Rs 12.96 crore, of which Rs 2.86 crore is land and Rs 8.63 crore roads, water, drains, power and sewage.
- Completion: the promoter has said the work will be done by 27 November 2029.
The filing does not name the licensing scheme, so this page does not call the plots DDJAY plots. Ask the seller which policy the licence was granted under and read the licence itself.
What is happening now
The authority's agenda shows a request, heard on 14 January and 25 February 2026, for permission to sell plots that belong to the landowners and licensees. The February hearing was adjourned. Two corrections to the registration were uploaded in March and April 2026. Read them on the HRERA page before you book.
Price
No price list is filed with HRERA, and none is given here. Plot rates in Jhajjar are quoted by sellers per sq yd. Get the rate in writing, with the plot number, the plot size in sq m, and every other charge.
Before you pay
- Check that the plot you are offered is in the phase whose number is on your papers.
- Ask whether the plot is the developer's or a landowner's. The permission to sell landowners' plots was still pending in February 2026.
- Pay into the project account named in the registration, not a personal account.
- Under section 13 of the RERA Act, no more than 10 per cent of the price may be taken before a registered agreement for sale.
